2 2 11/22/2016 Bottom Line Up Front (BLUF) Every Officer MUST register on APPLY every year Validates database information You MUST add one billet to the dreamsheet to be considered as a participant for that board Application Remarks – applicants opportunity to “speak” to the panel members Submit a letter to the board Provides opportunity to highlight any missing information or clarify any unusual circumstances regarding the record to the briefer/panel prior to the confidence factor process Billet history Career experience assists the panel during the slating process determining the best officer for the billet.

3 BLUF con’t If a billet requires a resume, you MUST fill out and submit the information to be considered Indicate your willingness to be considered for billets not listed on your dream sheet Billets often become available that were not originally advertised If you are offered a billet that was not on your dreamsheet, you are not obligated to take it. Be willing to travel Many units offer flex drill opportunities in order to provide more support to the Supported Command during the week. 3 11/22/2016

10 10 11/22/2016 How to Improve Your Odds TAKE THE TOUGH JOBS Proven and sustained performance, particularly in command, leadership positions, and difficult joint / in-service assignments Think about your priorities WILLINGNESS TO TRAVEL The more unwilling you are to travel, the lower your odds are of getting a billet. Be sure to include a distance that will get you to a fleet concentrated area. APPLICANT DIVERSITY If you limit the amount of billets on your dreamsheet, you are limiting your possibility to stay in pay – fill all 35 slots Ensure they are prioritized the way you want them Add diversity to your billet choices Utilize the applicant remarks function to “speak” to the board – emphasize what they did not see in your record (letter to the board)

11 11 11/22/2016 Improving Your Odds HONEST SELF-ASSESSMENT Is your OMPF missing pertinent documents that could prevent you from being a 100 Have you had your record reviewed by a mentor or a previous board member Are the documents in your record legible LETTERS TO THE BOARD (LOB) Record briefers include all documentation submitted by the member Avenue to explain any inconsistencies regarding your record WILLINGNESS TO TAKE SUGGEST BILLETS Open up to billets the board recommends based on your record Taking the “unwanted” jobs will open the door for better opportunity in the future if it was a successful tour 3 year pay billet versus a 1 year pay billet

12 12 11/22/2016 Improving Your Odds FINAL THOUGHTS Know the rules of APPLY each year – read the COMNAVRESFORCOMNOTE 5400 Read the board precept from the previous year (http://www.public.navy.mil/bupers-npc/boards/apply/Pages/default.aspx) Remember, your letter is not briefed for slating so use the avenues provided properly to get your message across

13 FY16 APPLY KEY DATES 13 11/22/2016 REGISTRATION Opens at the beginning of each calendar year ADVERTISED BILLETS List is released in May for view-only DREAMSHEET PHASE Opens 1 June through 20 July APPLY BOARD Convenes 11 through 28 August LETTER TO THE BOARD Correspondence must be received by PERS NLT 2359 19 July 2015 O6 FITREPS will be accepted until 2359 9 August 2015 via a letter to the board
