A package for our university president. Package appeared on both campuses with a note, “Please take me to Dr. Papp’s office.”

“Suspicious” items at KSU Notes started appearing all over campus on March 3, 2014 What is unusual about them? What is significant about March 10?

Tabletop Exercise This is an exercise. Our purpose? ▪See how we respond ▪Increase our awareness on a potential hazard and response ▪Think about Incident Command

Tabletop Exercise Today is a busy Wednesday morning at the library, and you are in charge. The time is 11:30 a.m.

Tabletop Exercise A staff member complains about a homeless person singing happily in the corner, and mentions that a backpack has been in the Reference section for a long time.

Tabletop Exercise Are they related? Is there a reason to be suspicious about the homeless person and backpack? How long has it been there?

Tabletop Exercise You do not have a security guard to handle or think about this for you. You go look at the backpack and it is oddly stretched/shaped. You try to lift it and it is much heavier than it looks like it should be (it is not ticking).

Tabletop Exercise The Reference Desk just got a short phone call. The caller said she put a bomb in the library and it will go off at Noon. It is now 11:40 a.m.

Tabletop Exercise Is there a reason to take all this seriously? ▪If a school library, is it exam time? ▪If a public library, is there a political reason someone might make a hoax call?

Tabletop Exercise What should you do? There could be 200 people and library staff in this building. Should you evacuate the building or not?

Tabletop Exercise You decide to evacuate. What will you do first? Next?

Tabletop Exercise Order someone to use a (different) landline to call 911.

Tabletop Exercise Best not to activate the fire alarm or use cell phones as these may detonate the device.

Tabletop Exercise Follow your evacuation plan to get everyone out, not using elevators. Do some staff have responsibility to clear their area? How will you know everyone is out?

Tabletop Exercise The time is now 11:50 a.m. Since you are in charge, you are going to be the Incident Commander until you transfer command to someone else.

Tabletop Exercise 11:55 a.m. After almost everyone leaves the building, there is a big explosion in the building.

Tabletop Exercise Assume you are still alive. Where is your meeting place for staff? Where is your Incident Command Post?

Tabletop Exercise Some injured people stagger out of the library as first responders arrive. Where should they go? The media also arrive and start asking questions and taking pictures.

Tabletop Exercise An employee just ran up and said the whole Technical Services Department was missing. Are they still in the building? Who should go in and look for them? FEMA/Armstrong

Tabletop Exercise Technical Services just was spotted walking up. They each have a cup of coffee. (not to share)

Tabletop Exercise Questions 1.Are we using with the Incident Command System? 2.How will we coordinate with the first responders? 3.How are we going to account for everyone? *At least all the employees? *Where is the employee emergency contact information?

Tabletop Exercise 4. Who will talk to injured employees families? 5. Who is going to talk to the media?

Tabletop Exercise 6. What support will we provide our patrons and staff following this incident? 7. What are we going to do after the police leave? Tomorrow?

Tabletop Exercise Oops. Did we call your boss, or will they hear about this on the news? Is there anything else we forgot to do?

Tabletop Exercise The phone line the threat came in on should be taken off the hook in case it can be traced. The person who took call should document as much as they can about call.

Outcomes from Tabletop 1. We activated incident command in response to bomb threat and explosion *assigned an Operations Manager and Public Information Officer 2. We used our evacuation procedures 3. Assess notification of library administration 4. Assess emergency procedures for contacting the police
