Special Education Program Descriptions 3 Early Intervention Services: Part C Provides services to children birth to age 3 with developmental delay in at least one developmental area, or have a diagnosed physical or mental condition which has a high probability of resulting in developmental delay. Early Childhood Special Education: Part B Local School Districts determine eligibility and provide services for children age 3 and over to Kindergarten.

Part C Eligibility Requirements Eligibility is established by one of the following: Diagnosed medical condition that has a high probability to result in delayed development, such as hearing loss or deafness. Or A multi-disciplinary eligibility evaluation performed by two pediatric clinicians using two different standardized evaluation tools demonstrating 25% delay or 1.5 standard deviations below mean in one or more areas of development.

Part B Eligibility for 3-5 year olds 5 1.5 standard deviations (SD) below the mean in two or more developmental areas OR 2 SD or more below the mean in one developmental area OR Based on a physician’s statement of physical or mental diagnosis associated with significant delays in development resulting in current adverse effect to their learning.

Initial Evaluation for Early Intervention 6 Standardized comprehensive evaluations determine child’s developmental level in each of the following developmental areas: Cognitive Adaptive (self-help) Gross & fine motor Social Communication (expressive and receptive) Initial evaluation is at no cost to families. Physician referral is not required.

After the initial evaluation… Upon meeting eligibility for early intervention: The child is eligible to receive early intervention services until his/her third birthday. At age 3, child transitions to a developmental preschool or school district services, if eligible under the Part B requirements. If a child doesn’t qualify, there are choices in the local community to seek therapy in a clinic setting or in community programs.

Early Intervention Services 8 Provided through parent coaching Based on individual child’s needs and family’s concerns and priorities Provided in “natural environments”: Home Child Care Places where typically developing children may be with parents/caregivers

What does our Intervention Look Like? Services are individualized to each family and child, based on their priorities, needs and concerns. Services are incorporated in the daily routines of the family such as mealtime, bath time, etc. Early interventionist and family are supported by a team of professionals from each discipline. (OT, PT, SLP, Education, FRC, Others)

An Individualized Family Service Plan ( IFSP) If the child is eligible, the team develops the IFSP with the family based on their unique needs and priorities. The IFSP plan is developed within 45 days of the initial date of referral. Services must begin within 30 days of the IFSP date. Plans are reviewed and updated every 6 months and annually.
