Concept of Resilience Resilience is the ability to absorb, respond and recover from disruptive events or circumstances. Resilience is a combination of culture, attitude, process and framework. Disaster Resilience: “is the capacity to prevent, mitigate, prepare for, respond to and recover from the impacts of disasters.” QldRA National Strategy: Disaster resilience is a shared responsibility for individuals, households, businesses and communities, as well as for all levels of government.
