Chicago UBF Covenant Membership
2
Membership and Eldership are Biblical The word “Members” is used frequently in the New Testament to refer to believers as members of Christ, members of the body of Christ, or members of the household of God (Ro 12:4; 1Co 6:15; Eph 2:19; 3:6; 4:25; Col 3:15). The word “Elders” is used frequently in the New Testament. Having a plurality of elders is a most clear model of leadership (Ac 14:23; 15:2, 4,6,22,23; 16:4; 20:17; 21:18; 1Ti 4:14; 5:17,19,20; Tit 1:5,6; Jas 5:14; 1Pe 5:1,5; 2Jn 1:1; 3Jn 1:1; Rev 4:4,10; 5:5,6,8,11,14; 7:11,13; 11:16; 14:3; 19:4).

Chicago UBF has become a Church Dedicated to Campus Ministry UBF began as a student movement, focused on the evangelism and discipleship of college students As college students matured, the need for church ministries arose: marriage, baptism, communion, funerals, children’s ministry, high school ministry, continuing education of various kinds Now Chicago UBF has become the “local church” for the dedicated members and should carry out the Biblical functions of a church Chicago UBF must maintain a clear identity as a student ministry, but also provide member care that meets the need of all UBF members

North American Chapter Guidelines After three years of formation and review by senior staff, elders and key leaders, Chapter Guidelines were approved at the most recent N.A. Representative Members meeting in February 2016. These chapter guidelines are now “in effect.” Chapter 5 deals with the establishment of membership. Direct quote: “As a local ministry grows in number, the need arises for a team of leaders to oversee it. In general, Scripture gives a model of shared leadership between pastors and elders (Tit 1:5; 1Ti 4:14, 5:17; Ac 14:23; 1Pe 5:1; Jas 5:14).”
5
North American Chapter Guidelines “It is healthy for these elders to be representative of and accountable to the members of the local UBF ministry.” “A good way to ensure this is to have official local chapter members, who then elect elders to work with the pastor.” “(According to UBF Bylaws, chapter leaders [pastors] are not locally elected, but are nominated by the General Director and approved by the North American Representative members at their annual meeting.)”
6
“To be an official local UBF chapter member (on that local chapter’s Membership roll, with voting privileges), a person should have accepted the gospel and have a commitment to: Living with Jesus as Lord of their personal life and community Sharing the gospel Practicing the grace of giving UBF’s shared identity, purpose and vision Biblical church discipline and conflict resolution." “The local chapter leader (pastor) should meet regularly with the elders, and they in turn should meet at least quarterly with the local chapter members to review the ministry and its finances.”

What about Chicago UBF? Chicago UBF has elders who have served sacrificially and faithfully for many years. Chicago UBF does not have formal membership. Chicago UBF Elders are elected by a national body of UBF Representative Members, not by Chicago UBF. In order to elect elders who are representative of Chicago UBF, membership needs to be clarified and elections held specifically for Chicago UBF elders.
8
What about Chicago UBF? Pastors, Elders, Staff and Campus Coordinators have been discussing this for the last 18 months. A membership committee was formed and has put forth a proposal for membership. At the heart of membership is a covenant agreement. All who want to be recognized as members of Chicago UBF will need to sign this covenant. In order to understand the covenant, membership classes will be offered.
9
