2. Need for P3 Derek, who attends Piper High School (Title I school) is interested in computers, but he’s struggling with algebra and not sure if he has the skills set for an IT career pathway. He may have some juvenile justice and child welfare involvement but its not clear. He’d like to enroll in Piper’s 21 st Century Community Learning Center (21 st CCLC) program to receive math tutoring and credit recovery (U.S. ED). He also wants to do some career exploration and employability skills training with the in school WIOA program (DOL). He wants to attend both programs so he can graduate high school and define his post-secondary plans, but is unable to be “dually enrolled” due to each programs’ competing eligibility and service delivery requirements. Which program should he choose? He needs day school services funded by WIOA (i.e. BOSS case management and post- secondary transition services) as well as the 21 st CCLC afterschool and summer academic and personal enrichments services.

3. P3 Project - BOSS BOSS will serve 420 youth at risk of not graduating in 6 high need high schools –Credit deficient –Documented behavioral problem –Below 40% of Standardized Tests Scores –Deficient in school engagement 3

4. P3 Project - BOSS Services include: tiered case management evidence-based and evidence-informed services –Academics (e.g. credit recovery, EOC prep) –employability skills training, career exploration, work experience –personal enrichment –parent engagement 4

5. 5 Blended/Braided Federal Funding Blended and Braided Federal Funding: The project’s performance agreement covers approximately $978,133 in blended and braided annual federal funding for the first year, including: Institute of Museum and Library Services (IMLS) Library Services and Technology Act: $80,000 (braiding) U. S. Department of Agriculture (USDA) Supper and Summer Food Program: $332,255 U.S. Department of Education (ED) 21st Century Community Learning Centers: $302,173 (blending) U.S. Department of Labor (DOL) WIOA Title I Youth: $263,705 (blending) * Children’s Services Council of Broward (Local Funding) – $985, 964 The project requested and received $700,000 in federal P3 funding. This funding is being used to cover the cost of a project manager, evaluation, a database manager, and case managers. A portion of the funding will be used to build out the existing data system. The project began with local funding on March 1, 2016.

6. 6 Flexibilities/Waivers Federal Waivers: U.S. Department of Education (ED) 21 st Century Community Learning Centers: Allow 21st CCLC funds to be used to support authorized activities during the school day (Citation: Secs. 4201(b)(1)(A) and 4204(a) of the Elementary and Secondary Education Act (ESEA)) Department of Education General Administrative Regulations (EDGAR): Allow the pilot lead to subgrant 21st CCLC funds to Hispanic Unity of Florida and the YMCA of South Florida to carry out the activities described in the approved application. (Citation: 34 CFR §75.708 (a)) U.S. Department of Labor (DOL) WIOA Title I Youth: Allow the pilot to negotiate the minimum Out Of School Youth (OSY) expenditure requirement, but no less than 50% of 2015 funds and 60% of 2016 funds. (Citation: WIOA Sec. 129(a)(4)(A)) Waive eligibility requirements under WIOA Sec. 129. (Citation: WIOA Sec. 129 (a)(1)(c)) Allow the project to exclude youth participating in the P3 project from existing WIA/WIOA performance measures and use the project’s proposed outcomes measures instead. (Citation: WIOA Sec. 116(B)(2)(A)(ii)(I – III))

Continued participation in ongoing interdepartmental governance, possibly through the CYC Technology Workgroup. 3. Allocate resources for data definitions, data links, coding, etc. 4. Streamline department data sharing agreements & protocols.

10. Derek’s BOSS World Derek has been assigned a highly trained Case Manager (aka Graduation Coach) who: –Meets with him bi-monthly or more to: Set academic and post secondary goals based upon a risk assessment. Connects him to the BOSS services he needs to graduate including support for Juvenile Justice and Child Welfare involvement. Walks him through the School District's Naviance software suite that aligns his interests and aptitudes to viable career pathways. Work on employability skills and connects him to CSC’s Summer Youth Employment Program. –Connects his family to the community resources they need based upon a family needs assessment. Derek graduates and successfully transitions to post secondary education, technical training and/or employment. 10
