4 CFC OVERVIEW What is CFC? The Combined Federal Campaign (CFC), is the official workplace giving campaign of the federal government. CFC is the world’s largest and most successful annual workplace charity campaign, raising over $7 billion since CFC’s inception. $7 Billion In total donations since 1961

5 HISTORY OF CFC Prior to the 1950's, on-the-job fundraising in the federal workplace was an uncontrolled free-for-all. Agencies, charities, and employees were all ill-used and dissatisfied. Problems included: Donations requested often, all year long Supervisors pressured their employees to give Very little donor choice Did not raise much money

6 HISTORY OF CFC In 1961, President John F. Kennedy authorized the U.S. Civil Service Commission to develop guidelines and regulate fundraising in the Federal service. In 1956, President Eisenhower formally charged the President's Advisor on Personnel Management with responsibility for the development and administration of a uniform policy and program for fundraising within the federal service. In 1982, Ronald Reagan signed executive order 12353, "Charitable Fundraising," that created the modern Combined Federal Campaign under the United States Office of Personnel Management.

15 VOLUNTEER POSITION DESCRIPTIONS Project Officer The Project Officer leads the planning, organization, implementation and successful completion of all CFC fundraising activities within their assigned organization. Project Officers are in charge of ensuring the solicitation of every federal employee in their offices. POs educate their co-workers about CFC and collect all donations. Key Workers Assist the Project Officer. Solicit all assigned co-workers to contribute through CFC. Key Workers are especially needed for large units.

16 SOLICITATION POLICY *NO SUPERVISORY SOLICITATIONS* If you have input on someone’s performance report-DO NOT SOLICIT! NO coercion NO setting of 100% participation goal NO development of a non-contributor list OR donor list NO establishment of individual dollar goal NO promotion of any single charity POs are responsible to ensure their Keyworkers do not break federal regulations surrounding this program. If your Keyworker does NOT attend training, YOU are responsible to ensure they understand the regulations of the program.

18 RECRUITING KEYWORKERS Building your team of Keyworkers: 1 Keyworker for every 25 potential donors Recruit Keyworkers to represent all of yor organizations departments. Consider the physical space your organization and recruit representative Keyworkers Adjectives of Keyworkers: motivated, friendly, talkative, respected, available Recruiting Keyworkers: Ask for Keyworker nominations Interview potential Keyworkers Announce Keyworker selections through a congratulatory email. ACTIVITY Recruit Keyworkers to help you promote and manage the campaign. Keyworkers must receive training.

19 RUNNING THE CAMPAIGN-DURING There are 3 main activities POs manage DURING the campaign: 1. Emails 2. Making “the ask” using CFC Information Card and Check-Back Card 3. Donation Reports

20 Making “The Ask” in a GROUP setting: POs also have the option of setting up an “ask” during an organizational meeting, whether you set up a meeting for CFC specifically, or provide CFC with a portion of an already scheduled meeting. o CFC staff is willing to speak on behalf of CFC at these meetings o Speakers from partner nonprofits are often able to join these meetings to share the impact CFC has on their programs. RUNNING THE CAMPAIGN-DURING Want to set-up a meeting and have guest speakers? Download the Speaker Request Form found on our website (www.MyCFC.US) under the toolbox tab, and submit to the CFC Office for speaker coordination.www.MyCFC.US

21 DONATION COLLECTION PROCESS 1.Keyworker’s collect donations from the people they solicit and ensure accuracy of pledge card and associated cash/check. 2.All donations are counted and placed in a completed Return Envelope. 3.Deliver Return Envelope to POs. 1.PO collects Return Envelope from all Keyworkers. Check for accurate reporting. 2.All cash/check donations are deposited to United Way-CFC account #0198051148. Place receipt from the deposit in PO Return Envelope along with associated pledge cards. 3.Complete a Project Officer’s Report Form found on our website at (www.MyCFC.US) and attach it to the envelope.www.MyCFC.US 4.Deliver PO Return Envelope to PO for all reporting times. Collect donations and prepare reports:
