3 BACKGROUND In view of the pending changes to the Planning and Development legislation, the future role of the PPDC is expected to change. The PPDC felt it was an appropriate time to take stock of the published research work undertaken since inception and decide on what to do with the work, especially those documents which are still considered to be relevant. A consultant was appointed to identify the planning lessons of the published research undertaken by the Commission since 1951..

4 BACKGROUND continued These lessons constituted the first stage of a two stage process which entailed researching documents, categorizing them and recommending guidelines (or the types of guidelines) which could possibly emanate from the lessons. The enhancement of the guidelines recommendations was part of the second stage of the brief

5 BACKGROUND continued The project had four clear objectives:  Group and categorize completed research into broader fields of interest for providing guidelines;  Identify research projects with clear guidelines;  Identify research projects where planning guidelines need to be formatted; and  Prioritize material for packaging purposes

6 BACKGROUND continued The following previous research projects have identified where planning guidelines need to be formatted.  Spatial Planning and Land Allocation Process in Traditional Areas  Sustainable Urbanization: Guidelines to Manage Urban Growth  Shopping Centres Planning Guidelines  Planning in Different Social cultural Context: The Case of KwaZulu Natal  Investigation of Livable and Sustainable Low Cost Housing

7 BACKGROUND continued In addition the KznPDC felt it appropriate to undertake the project titled “Compiling and Editing a Book on the Work of the KwaZulu-Natal Provincial Planning and Development Commission” as a close our report to its imminent closure.

11 SCORING OF BID PROPOSAL In terms of set formula:  Score for functionality  Score for price  Score for goals  Apply formula  Combine scores  Convert to points  Choose proposal with highest total points scored unless objective criteria justify the award to another bidder

12 REQUIREMENTS FOR PROJECT PROPOSAL 1 Proposal per project 3 copies in accordance with the brief Proposal should not exceed 10 pages Demonstrate understanding of brief & issues to be addressed Proposal to indicate how research will be executed to completion

13 REQUIREMENTS FOR PROJECT PROPOSAL  ACTIVITY SCHEDULE/GANT CHART MUST BE SUBMITTED SCHEDULE OF VARIOUS PHASES TIME FRAME INCLUDING COMPLETION DATE COST OF EACH PHASE PAYMENT LINKED WITH DELIVERABLES PROFESSIONAL, TECHNICAL AND ADMIN SUPPORT- TIME AND COST ALLOCATED TO EACH SUPPORT STAFF NUMBER OF WORKSHOPS PROPOSED NUMBER OF STEERING COMMITTEE MEETINGS EXPERIENCE AND QUALIFICATION OF MEMBERS SKILLS TRANSFER TO HDP TAX CLEARANCE CERTIFICATE

14 PAYMENT GUIDELINES AGAINST MILESTONES First report – Inception Report 15% Second Report - Literature review, 20% Conceptual framework &Methodology Third report - data collection 25% Case studies, workshop, analysis & interpretation of data & findings Fourth Report – full draft report as 20% per commission format that includes conclusions and recommendations Final report - approved by Commission 20%
