1 ADOPT UPDATED SEWER SYSTEM MANAGEMENT PLAN (SSMP) Sausalito CC 11FEB14

2 Summary  An update to the City's Sewer System Management Plan (SSMP) has been prepared  Update complies with requirements of the San Francisco Bay Regional Water Quality Control Board (RWQCB) pursuant to Section 13267 of the California Water Code, and State Water Resources Control Board (SWRCB) Order No. 2016-003-DWQ as amended by Order No. 2013- 0058-EXEC.

3 Background  July 7, 2005 RWQCB letter to sewer collection system agencies, including the City of Sausalito (City), that required the City to prepare an SSMP in conformance with SSMP Development Guide prepared in cooperation with the Bay Area Clean Water Agencies (BACWA).  2005 directive reiterates requirement for compliance with RWQCB sanitary sewer overflow (SSO) electronic reporting requirements issued in November 2004.  May 2, 2006 State Water Resources Control Board (SWRCB) issued a directive through Order No. 2006-0003-DWQ requiring compliance with General Waste Discharge Requirements (Statewide WDR). Portions of the Order establishing the Statewide WDR related to monitoring and reporting were amended by Order No. 2013-0058-EXEC, dated July 30, 2013 and effective on September 9, 2013 (Amended MRP). The SWRCB SSMP requirements are similar to those of the RWQCB but differ in organization and some details.  Intent of the SSMP is to satisfy the requirements of the RWQCB requirements, the Statewide WDR, and the Amended MRP.  The update was prepared to document changes to policies and procedures employed by the City in the day-to-day operations of its wastewater enterprise.  The importance of the City's compliance with these applicable and relevant regulations is such that adoption of the updated SSMP is respectfully requested by the City's Director of Public Works, City Engineer and ADA Coordinator

4 Recommended Action  Motion to: Adopt by Resolution the Updated City of Sausalito Sewer System Management Plan (SSMP), and Authorize the Director of Public Works and City Engineer to Submit the Adopted SSMP to the San Francisco Bay Regional Water Quality Control Board
