6 11/23/2016LCBE/gcm KDE AUDIT RESULTS BUT, –Based on the Corrective Action Plan we will have a very busy year. –We will re-evaluate around 175 students, –The special education population will drop considerably, –All due process paperwork regarding Referral, evaluation, re-evaluation, and student specific issues regarding audit will go to KDE for review.

7 KDE Corrective Action Plan (CAP) Leslie County has submitted a CAP for approval –Most likely KDE will ask for revisions before approval. –All the following information is based upon the DRAFT CAP. 11/23/2016LCBE/gcm

9 CAP Systemic Issues (E & LRE) Receive KDE-approved training for all special education administrators, principals, psychologists, ARC chairpersons, & caseload managers. Develop and implement a plan to review due process files of all students identified under any categorical areas that have been cited by KDE for compliance issues. 11/23/2016LCBE/gcm

10 CAP Systemic Issues (E & LRE) Quarterly, the district shall provide written documentation to the DECS Team leader. This documentation shall include, but is not limited to copies of ARC evaluation planning meeting summaries, evaluation reports, eligibility determination meeting documents and revised IEPs. 11/23/2016LCBE/gcm

11 11/23/2016LCBE/gcm Evaluations Evaluations will be contracted in the 10-11 school year. The 20-20-20 evaluation plan is a must. –All related service reports must be in the report or referenced in the report. –Timely action is a must to complete reports in 60SD’s.

12 11/23/2016LCBE/gcm The district will develop a systemic process for reporting evaluation and eligibility data to parents. – This process shall include the development of reports, monitoring of report for initial evaluation and reevaluation purposes, and collection of data to ensure compliance. –Any separate reports written by related service personnel be referenced in the overall report. –Parents shall be provided a copy of the evaluation.

13 11/23/2016LCBE/gcm The district shall work with an outside agency to review all SLD due process records for eligibility purposes. The district shall provide a written summary by student, age, eligibility sub category to the team lead as a part of the quarterly report. The district shall provide a written summary to the team lead as a quarterly report of the comparison of SLD data with other district data (universal screening data for reading taken at the beginning of the 2009 school year) and their implications for districts practices. The district shall provide a written plan to the team lead as a quarterly report to address any findings revealed during the review of information.

14 The district must develop and implement a system at all levels (preschool-grade 12 including related services) to carefully document relevant, research-based instruction and intervention services were provided in general education settings by qualified personnel either prior to or as a part of the referral. –The district must submit to the team lead the overall district plan (including each school plan) as well as progress and data to support the plan design. 11/23/2016LCBE/gcm

15 –Quarterly data reports which include analysis and discussion of effectiveness shall be submitted for each school and for the district to the team lead each quarter. –The district must submit referral and due process documentation for all new referrals to the team lead for review at each quarterly submission to ensure all requirements of IDEA 2004 and KAR 2007 are being met. 11/23/2016LCBE/gcm

16 The district must develop a system to train, monitor, and provide feedback on a regular basis to teachers in order to ensure all due process requirements are completed correctly, updated at least annually, and meets all regulatory requirements. –This shall be monitored by both district and cooperative level staff. 11/23/2016LCBE/gcm

17 –The district must submit a district plan as well as a calendar of training, monitoring, and feedback to the team lead updated with each quarterly report. –Documentation of routine due process monitoring and documentation of feedback (consisting of both district and cooperative level finding) must be submitted to team lead with quarterly reports. 11/23/2016LCBE/gcm

18 RTI Ms. Childers will be providing RTI training for each school when scheduled. The LCS website has several letters and forms that will be useful with RTI. –Search RTI on their site and scroll down for these resources. 11/23/2016LCBE/gcm

19 RTI Documentation Required –A minimum of 4/equivalent universal screens –Relevant Research Based Interventions Based on individual weaknesses supported by data –Progress monitoring –Pre approval required before referral meeting Data (In hand) –Copies of all referrals sent to KDE 11/23/2016LCBE/gcm

21 11/23/2016LCBE/gcm KYSBAC PCG is the new vendor for KYSBAC –New process is completely online –You will receive an e-mail prior to the random moment sample time. –No prior training is required Training is completed prior to completing each random moment sample.
