5 Government Procurement-1 To has fair and open procurement procedures, promote the efficiency and effectiveness of government procurement operation, and ensure the quality of Procurement, Taiwan Government established Government Procurement Act on May 27, 1998. Procurement conducted by any government agency, public school or government-owned enterprise shall be governed by the Act.

6 Government Procurement-2 The Act specifies (1) Invitation to Tender (2)Award of Contracts (3)Administration of Contract Performance (4)Dispute Settlement (5)Penal Provisions ect. On July 15, 2009, Taiwan became a party to the WTO/GPA. It means that Government Procurement covered by the GPA shall be open to the GPA members.

7 Government Procurement-3 According to the statistics of Year 2014, the number of tenders covered by the GPA which have been awarded was 2,555, and the awarded price was approximately USD 7.3 billion. Among them, The number and amount awarded to the foreign suppliers is 522(ratio: 21.6%) and USD 2 billion (ratio: 26.77%). It indicates that our government procurement market has been highly open to foreign suppliers.

8 Government Procurement-4 The tender covered by the GPA will have a summary tender notice in English, including procurement entity name, address, subject of tender, deadline for submission of tender ect. The tender notices of government procurement are published on Government Procurement Information System, website : http://web.pcc.gov.tw.
