4 PRE-ACCESSION PERIOD 1994-1999:
More than 100 projects of cross border cooperation with Hungary, Austria and Italy in the fields of transport, cross-border posts, environment, tourism, agriculture, entrepreneurship, culture and HRD (35 M€ PHARE funds) Process of building partnership, learning about project development and European regional policy Two financial instruments – INTERREG & PHARE CBC – programmed and implemented separately The centralised system of implementation was converted into a decentralised system

Neighbourhood Programme = ERDF + CARDS Joint implementation structure with shared responsibilities: for the INTERNAL component (SI & HU) one MA and one PA for the EXTERNAL component (HR) one Programme Co-ordination Unit and one Contracting Authority INSTITUTIONAL ORGANISATION JOINT STRUCTURES ERDF: Managing Authority – NARD (from 2006 GOLSRP) Paying Authority – Ministry of Finance, Slovenia NATIONAL STRUCTURES ERDF/CARDS: Intermediate Body - VATI-HU; ECD/MEI-HR Sub-Paying/Contracting Authority - VATI-HU; ECD/MEI-HR JOINT STRUCTURES ERDF + CARDS: Joint Technical Secretariat Joint Monitoring Committee Joint Selection Committee _______________________ BENEFITS Neighbourhood Programme = two financial instruments (ERDF + CARDS) in a joint programme Joint call published simultaneously in all three countries with a joint documentation = it creates the basic conditions for joint projects The same selection procedure from the date of issuing the call to the contract stipulation for all three countries = transparent and fair treatment of all applicants Separate contracting and implementation for ERDF under Structural Funds rules for CARDS under PRAG rules for External Aid

10 NPF 1 GENERAL: Slovenia welcomes the recognition of importance of territorial cooperation in NFP Slovenia is in favour of CBC strand (80%) Managing and implementation structures established through the years of cooperation should be upgraded and used for the future

11 NPF 2 EGTC Welcomed as an option
To be explored and agreed in In NFP existing experiences, knowledge, structures should be used, upgraded, EGCC would be parallel structure to the existing ones Value added in case of solving specific joint problems of towns, natural areas, SME’s (EGTC as secretariats for joint protected areas, for small projects, joint management of towns –Gorica/Nova Gorica…)…

GOLS continues its role as Managing and National Authority for new Objective 3 programmes Slovenia to cooperate in 13 programmes Three bilateral CBC programmes on internal EU borders (SLO/A, SLO/I, SLO/H) Two CBC IPA programmes - SLO/CRO, Adriatic Initiative Four interregional programmes Four transnational programmes (CADSES (1,2), Alpine Space, Mediterranean)
