EuroGEOSS should be an application-oriented initiative, aiming to showcasing and promoting existing European "GEOSS" actions and scaling them up to deliver real services relying on existing strengths in specialised European organisations and agencies. 10

Showcase existing actions under the EuroGEOSS banner in the GEO context (e.g. Copernicus services, ESA activities, H 2020 actions, national activities)
Main events: ISRSE/GEO Work Programme Symposium, GEOSS European Workshop, GEO Plenary week Washington) –
Possible examples could be the Copernicus Marine Services/atmosphere services, Citizen observatory project outcomes, GEO-data for Agriculture and Water (G4AW) Facility in NL). 10

Scale-up existing European initiatives in order to deliver new applications: bringing together existing components at EU /Pan European/national level
e.g. select Copernicus services or Horizon 2020 project-based observation activities or services and integrate them together with in-situ components coming from e.g. research infrastructure, EEA data, Inspire Geospatial data
Possible examples: water resources, renewable energy applications, disaster resilience. 10

Leverage national relevant EO activities not yet integrated at European level through EuroGEOSS – possible examples: Geological survey/geographical data and services.
Ensure proper linkage between EuroGEOSS actions and GEO flagships and the current three GEO engagement priorities.
For each of the above actions a few/one GEOSS domain could be selected in view of the delivery of concrete applications/information supporting the implementation of EU policies, international agreements, and services for citizens.
The development of the above actions should be conducted in close connection with identified users. 10

Resources to be deployed
Most of the resources (including space, airborne, in-situ measurements and citizen data) should be already encompassed by existing resources for EO in Europe - resource to be possibly considered:
Existing operational resources: e.g. Inspire Geospatial data and Copernicus data services and products.
Research &Innovation Earth observation resources including research infrastructure and European Strategy Forum on Research Infrastructures (ESFRI) projects as well as Horizon 2020 research and innovation projects including e.g. ATLANTOS, ECOPOTENTIAL, NextGEOSS, etc… 10

In-Situ Earth observation resources: e.g. European Environment Agency data, EGDI (European Geological Data Infrastructure), EMODNET (European Marine Observation and Data Network).
Other resources, such as data processing capacities, specific commercial sector data sources, information technologies and other types of service support could be made available through the involvement of the Commercial sector in EuroGEOSS.
It is anticipated that comprehensive service support to bring all these resources together in a coherent, coordinated and complementary way shall be needed. 10

The overarching objective of the initiative should be to facilitate the integration/exploitation of the very diverse Earth observation resources in Europe.
Those resources are the following (not exhaustive):
Operational resources: e.g. Inspire Geospatial data and Copernicus data services and products
R&I Earth observation resources: e.g. Research Infrastructure and ESFRI projects, and Horizon 2020 R&I projects such as ATLANTOS or NextGEOSS
In-Situ Earth Observation resources: e.g. EEA data, EGDI ( European Geological Data Infrastructure), EODNET (European Marine Obseravtion and Data Network).
The harvesting/integration of those resources through EUROPE GEOSS would contribute to support governmental decision making, facilitate the emerging of new business, provide services to citizen and create the conditions for science breakthrough
The Europe GEOSS initiative would be a major contribution to GEOSS and would benefiting accessing GEOSS resources from other regions of the world

10. Framework and governance

Framework and governance
The EuroGEOSS framework should remain simple and flexible and allows for the setting up of a clear leadership and the identification of concrete contributions (from European GEO members and participating organisations).
Clear channels of communication and interface/interaction shall be established following agreed EuroGEOSS protocols.
Developing a [light] governance for EuroGEOSS building on the HLWG and associating DG GROW and DG RTD (e.g. management coordination group to be created within HLWG and other key DGs) 10

14. The Purpose of the Workshop
To bring together European stakeholders interested in and actively contributing to the Global Earth Observations System of Systems (GEOSS). 
It is a forum to inform participants about projects and initiatives undertaken to support the implementation of GEOSS in Europe, to discuss challenges, to enhance synergies, to network and to pave the way for future cooperation.
