Purpose
To enable participants to simulate roles and gain sheltering experience using the content presented in the Shelter Fundamentals course.

Simulation Structure
The simulation will be a “hands on” skills-based practice.
The simulation will use a realistic disaster scenario.
Participants will rotate in teams through three skills stations:
Dormitory
Reception, Dormitory Registration and Information
Feeding and Supplies
Facilitators and station leads will provide feedback to participants upon completion of tasks at each skill station.
A hot wash and question and answer session will be conducted after all activities are completed.

Dormitory Objectives
Demonstrate the ability to set up a standard, short-term sample shelter dormitory area according to established Red Cross shelter guidelines.
Demonstrate knowledge of the dormitory activities by addressing key areas of consideration when setting up and maintaining a dormitory, ensuring accommodations for individuals with access and functional needs and those with disabilities.
Demonstrate knowledge of shelter closing procedures by returning the dormitory to “pre-shelter” conditions.

10. Reception, Dormitory Registration and Information Objectives
Demonstrate the ability to set up sample shelter reception, dormitory registration, and information areas for clients by addressing key areas of consideration and resources according to established Red Cross shelter guidelines.
Demonstrate knowledge of the dormitory registration process and quality customer service by explaining the purpose of several key forms and completing an interview using the appropriate forms.

Demonstrate understanding of internal and external signage needs by considering functional areas such as reception, dormitory registration, feeding and dormitory, health, and mental health.
Demonstrate understanding in providing for shelter client diversity by identifying language, feeding , health, and accessibility needs in a shelter and providing examples of how to convey information effectively to meet each of these needs.

13. Feeding and Supply Objectives
Demonstrate the ability to set up a sample shelter 24- hour snack area and account for received and expended supplies according to established Red Cross shelter guidelines.
Demonstrate knowledge of feeding activities by addressing key areas of consideration and resources needed when setting up and maintaining a 24-hour snack area.

Safety
Safety is everyone’s concern.
Safety concerns override exercise execution.
Alert the nearest controller if you have safety concerns.
Actual emergencies will be identified by saying:
“This is a real emergency.”
Report any injuries to the nearest facilitator.

16. Disaster Scenario (sample)
You have been assigned to be a shelter worker at a shelter facility just outside of the city limits of Springfield, about 40 miles from your home.
Some facts about Springfield include:
• There are approximately 150,000 residents.
• The median income is $35,000 with a 3% homeless population.
• There is a large population of retirees.
• There are some minority groups who may speak Arabic, Spanish or Mandarin.
Your shelter facility is located the farthest from the damage. It is a high school.
The building capacity is 300 people. The school has a full service kitchen; however, the kitchen and cafeteria staff are not available to the shelter. There are no separate generators for the building, which is not a problem since the building has not lost power.
