Bid Package A – Civil and Utility Infrastructure Bid Package B – Stations and Communication Bid Package A and B Combination – Bidders who bid the combination are also encouraged to provide individual bid package bids. The lowest combination will be accepted.

13 Certification Requirements
Contractor Prequalification INDOT certification process Package A – Civil and Utility Infrastructure IDOA certification process Package B – Stations and Communications Contractors Bidding a Combined Package A and Package B do NOT need to be prequalified by both INDOT and IDOA. They just need to be prequalified by one or the other and have the capacity to cover both packages.  

14 Bid Package - A - Certification
INDOT certification process Applies to work on Package A – Civil & Utility Infrastructure Contractors that want to work as a prime contractor on Public Agency projects or LPA projects must be prequalified with INDOT. Subcontractors can enter into subcontracts up to $300,000 without being prequalified with INDOT; however, the subcontractor is limited to a total of $300,000 in unearned work under contract on any given date with any owner, contractor, or other party. INDOT only accepts original, hard copies of the contractor prequalification application.

16 Bid Package - B - Certification
IDOA certification process Applies to work on Package B – Stations and Communications Local Unit Public Work Projects - Contractors must be pre- qualified with the Indiana Public Works Certification Board prior to starting work on any local public works project estimated to be over three hundred thousand dollars ($300,000).  Contractors will not be required to be qualified for a local unit public works project if the contract to be awarded is less than three hundred thousand dollars ($300,000); and the local unit of government complies with IC in awarding the contract for the public works project.

17 Bid package - B - Certification Continued
IDOA certification process (Continued) Public Work Projects Contractors must be pre-qualified prior to bid, for any public works project where the estimated cost is over one hundred fifty thousand dollars ($150,000) (IC ). Subcontractors on state projects must be pre-qualified prior to starting work on a project if the scope of work is over one hundred fifty thousand dollars ($150,000) Suppliers Suppliers, as defined by IC , are not required to be qualified under this chapter (IC ). IDOA certification process (Continued) This chapter does not affect qualification requirements for state public works projects under IC The Department of Administration, Public Works Division, maintains a list of contractors and designers, qualified to perform public work project and can be found on the state website

21 Communication Construction Expectation Minimize corridor disruption
Get in, get out. Sections are not to be abandoned. Contractors are strongly encouraged to visit the corridor prior to bidding the project. Anticipating and Mitigating Conflicts and Concerns Use Phased construction Utility Coordination – Utility Relocation where possible will occur in advance of construction. There will be some concurrent utility relocation during the construction process. Coordination with utility providers is paramount. Limit time any one place under construction Conduct Proactive outreach Signage and Maintenance of Traffic Maintain open paths to businesses Signage (New and Temporary) to be maintained through the constriction process. Provide proactive communication and outreach

23 Procurement Process Bid Notification – Notifications will be distributed by IndyGo Bidder Registration – in-bidding-on-red-line-projects/ Document Distribution – All Bidders are to sign the required NDA (Non-Disclosure Agreement). IndyGo will only accept bids with a signed NDA. The NDA signature will be the vehicle for Contractor access of the SSI (Sensitive Security Information). All Bidders are to comply to IndyGo’s Responsible Bidders Policy which is posted on IndyGo’s website.

25 DBE Participation and Monitoring
IndyGo Goal development is underway. FTA required DBE participation. There will be a goal on Package A and a goal on Package B. Not all of the diversity certifications are not created equal.  The project requires DBE, not State or City certifications, though IndyGo strongly encourage as much diversity participation as possible and all utilization, regardless of certification, is captured and reported.  Bidders are evaluated solely on DBE participation.
