Livestock pertains to: cattle, bison, sheep, swine, goat, horse, mule, or other equine
Custom Exempt Plants
- where livestock are custom slaughtered without ante mortem or postmortem inspection
- no retail sale allowed
Mobile Slaughter Units
- any person or entity slaughtering more than 10 head/year on the farm or in the field shall be a mobile processing unit
- same application and approval procedures of other traditional custom exempt plants
- both of these establishments making them available for inspection at any time
Inspected Packing Plants
- Inspector present at all times slaughter is in process
- facility design and slaughter procedures must be approved

3. Slaughter and Sale of Poultry Products
Option 1:  Custom Exempt Plant
No facility inspection required
No retail sale allowed
Sale of orders made directly to consumer without third party intervention
Poultry raised by producers on their own farm
Yearly slaughter allotment: <250 turkeys or 1000 chickens 
Must complete Certification of Registration and submit to Oklahoma Food Division for approval

Custom Exempt Plant
Not inspections
Poultry producers or prohibited from selling or donating uninspected poultry products to retail stores, brokers, meat markets, schools, orphanages, restaurants, nursing homes and similar establishments
Poultry raised by producers on their own farm
Such producer may not slaughter more than 250 turkeys or not more  than an equivalent number of birds from all other species: 4 birds of other species (including chickens) is the equivalent of 1 turkey 250 x 4 =1000 chickens/ calendar year
Producer may sell these uninspected poultry products directly to consumer by taking orders
Producer can“market or advertise their product at a location such as a farmers market -  Producer can“sell” at a location such as a farmers market.  Producers  can take orders at farmers markets but delivery or pick-up of product must be made at a later date. – No poultry may be directly sold to a consumer that hasn’t made a previous order 
To do this, must apply for a Certification of Registration and Submit is to State Food Safety Board
These producers must be able to provide records of sale and provide access to their facilities to an authorized food safety board at all times

4. Slaughter and Sale of Poultry Products
Option 2:  State Inspected Slaughter Facility
Compliant for Retail Sale
Must complete an Application for Inspection Service to Oklahoma Food Safety Division for approval
Slaughter facilities must be compliant with guidelines set by Oklahoma Food Safety Division 
State Inspector must be present during slaughter and facility must abide by Oklahoma packaging and labeling laws

5. Eggs
Oklahoma Producer of eggs shall sell ungraded eggs from hens managed on their own farm 
Sale may be made directly to consumers directly from the farm they were raised
Ungraded eggs may not be sold at other outlets
Required to remain in compliance with all guidelines in Title 2 Article 10 of Poultry and Poultry Products: Eggs

6. Permits for Ownership of Livestock
No licensed required for general ownership of cattle, sheep, swine, or poultry
Permitting based on animal numbers (refer to CAFO on next slide)
Additional licensing applications required for ownership of:
Aquaculture, Farmed Cervidae, Feral Swine
For animals coming into the country or crossing state lines:
