1 SPORT AND RECREATION FACILITIES
2017/18 MIG SPORT INFRASTRUCTURE PROJECT PORTFOLIO COMMITTEE PRESENTATION MAY 2017 1

2 BACKGROUND 2017/18 financial year R300 million of MIG funds allocated for sports facilities outside of the MIG formula. SRSA began the process of identifying the project in November 34 municipalities were selected from lists submitted by the Provincial Sport Departments with a total of 34 projects. SRSA encouraged Municipalities to prioritize sports infrastructure in line with their own IDPs. SRSA worked through the MIG structures to guide, assess and approve funding for these municipal projects. Conditions relating to the grant have been captured into the conditional Grant Framework and gazetted. 2

3 2016/17 STATUS UPDATE EC- 4 municipalities are benefiting- technical report received, PSP appointed for all municipalities - Ntabankulu requested for deviation and it was approved FS- 2 municipalities, PSP appointed, appointment of construction on progress for Tokologo. GP- issues about the land - municipality negotiating with the school to utilise part of school land - request to redirect the funding to another sport project in a different location- letter KZN- 3 municipalities – PSP appointed - appointment of contractors on progress. All the municipalities requested for deviations and it was approved.

4 2016/17 STATUS UPDATE ….. Limpopo- 3 Municipalities - PSP appointed – 1 municipality requested for deviation; others are appointing through transversal tender MP- 5 Municipalities - PSP appointed - 4 have contractors on site, the rest in a process of appointing the contractors. NC - 4 municipalities - 2 have appointed PSP NW - 3 Municipalities - PSP appointed - Contractor appointed for 1; the rest in a process to finalise appointment WC appointed PSP, Beaufort West requested deviation. Cederberg appointed the PSP

5 CURRENT STATUS 2017/18 All the projects are Gazetted by National Treasury SRSA, have commenced with the visits to the municipalities to verify the following: Land ownership Zoning and size of the land Confirmation of scope Confirmation that the projects are part of the municipal IDPs. Assist with completion of technical reports Introduce the PMU 5

Upgrading of a sport field within Water Sisulu Local Municipality R 10 821 016,00 Walter Sisulu Local Municipality EC145 Construction of rugby,soccer,combi courts,spectator grandstand,see through fencing,electrification of the facility,gravel athletics track,install floodlights and pitch irrigation system. Construction of a sport field within Ngwathe Local Municipality R 7 411 935,00 Ngwathe Local Municipality The project entails the construction of sport complex - stadium with a 5000 seating capacityand 4 multi purpose courts. Upgrading of a Sport Facility within Nala Local Municipality R 4 373 040,00 Nala Local Municipality The project entails the upgrading of sports parks phase 2 stadium,pitch,netball,volleyball,tennis and basketball. Construction of a sport field within Kopanong Local Municipality R 9 200 000,00 Kopanong Local Municipality The project entails the rehabilitation of sport centre soccer and rugby pitch,netball,volleyball,tennis and basketball. Namahadi/Kgatholoha:Upgrading of sports ground. R 4 307 886,00 Mafube Local Municipality The project entails the upgrading of the sports ground. The following sporting codes will benefit when facilities are upgraded: Soccer,atletics,rugby,volleyball,basketball and netball. Upgrading of a Sport field within Phumelela Local Municipality R 9 604 000,00 Phumelela Local Municipality The project entails upgrading of the sport and recreational facilities. Upgrading of these facilities will result in the reviving of soccer, athletics track, volleyball, netball and basketball. R 34 896 861,00

Upgrading of President Park Swimming Pool Facility in Vereeniging. R 9 593 100,00 Emfuleni Local Munincipality GT421 The project entails the upgrading of the President Park Swimming Pool Facility in Vereeniging.The scope of work includes the following:Installation of underground Water Supply Pipes,Upgrading of Pavillion Section,Electrification of the facility,Installation of a Turf Irrigation System,Construction of the Security/Ticket Booth. Construction of Heidelberg Ext 23 Sports Complex R 15 108 454,00 Lesedi Local Munincipality GT423 The project entails the construction of a Mullti Purpose Sport and Recreation Community Centre - Soccer Facility.The scope of work includes the following:Construction of a Football Turf,Construction of a Spectator Grandstand, Grading of Gravel Athletics Track, Construction of the Concrete Palisade Fencing, Combi-court, Tennis Court, Change Room, Public Ablutios, Security/Ticket Booth, Installation of a Turf Irrigation System, Installation of Floodlights and parking area. Construction of Sports Fields within Ndwedwe Local Municipality R 11 000 000,00 Ndwedwe Local Municipality KZN293 The scope of work includes:Soccerfield with 400m athletic track (6 lanes) grassed with kerbing,Changeroom 8* combination court,6x Squash court,Repair on the concrete palisade fencing,3x Practice soccer field,Water supply and irrigation,Paved access road with parking and repairs on flood lights.
