1 On the move: Getting EETS off the ground
NORVEGKONFERANSEN 2016 Hubert Resch, REETS-Project / EFP Secretariat Oslo, October 25, 2016

2 EETS is more than Interoperability

3 SP's OBU: key element of technical IOP
Instead of harmonizing Toll Charger Systems, Service Provider's OBU provides technical Interoperability by integrating the 3 different technologies 3 in 1: DSRC CEN (e.g. France, Spain, Denmark, Austria, …) ETSI: Italy GNSS/GPS (e.g. Germany, Belgium, …) Countries with EFC systems 3

4 EETS Value Chain (DSRC-System)
Non-EETS-Customers Credit Cards, Fleet Cards Toll Charger Roadside Management Identification Passage Calculate Price Enforcement OBU Management Customer Service Invoicing Payment Claim Toll Charger EETS Provider EETS-Customers 4

5 EETS-Model: From a Toll Charger Perspective (ASFINAG)
GO-Maut Vehicles >3.5t GO-Maut EETS + Tasks ASFINAG today Distribution OBU Calculation Toll Invoicing Customer Service Enforcement Tasks ASFINAG for GO-Maut As before Tasks EETS-Provider Distribution OBU Invoicing Customer Service ASFINAG in EETS Calculation Toll Enforcement 5

6 EETS: More than Interoperability
Simplification for Toll Charger to handle international customers Migration of existing Toll Systems Easing implementation of new toll Systems Market, Competition and Cost Efficiency Fostering Competition of technologies A better Service 6

7 From a Regional EETS (REETS) to an EETS Facilitation Platform

8 We have triggered a huge change process
Activity 0 – Project Management Activity 6 – Return on Experience ANALYSIS PHASE EETS Info Platform Activity 1 Contractual Framework and Risk Mgmt Activity 2 Certification (R)EETS Interoperability Management Activity 3 KPI Activity 4 Back Office Interfaces Activity 5 Interoperability Management EETS Coordination Monitoring PHASE Activity 7 - Information Platform Activity 8 - Monitoring Testing / Implementation

9 REETS is a success story
REETS has achieved its objectives Analytical Activities 1 – 5 completed Info platform in operation Cross border implementations started and will continue We have triggered a huge change process which is constantly evolving First TC/SP implementations will come in operation in 2016 5 implementing EETS Providers (Axxès, Telepass, Total, Eurotoll, BroBizz) + several implementing Service Providers – others likely to follow The REETS community will constantly move towards EETS (horizon 2017/2018) Transition of the project to an EETS Facilitation Platform 9

10 EETS Facilitation Platform - Interaction

11 MoU for an EETS Facilitation Platform (EFP)
2 key elements of the EFP EETS Information Platform: managed by ASECAP and AETIS EETS Facilitation Platform: managed by a Secretariat (ASFINAG) Signing parties Toll Charger and EETS Provider / Service Provider Member States (not acting as TC) as observers ASECAP and AETIS EETS Steering Group (ESG): strategic guidance EETS Working Group: coordination of operational cross border deployment activities 11

12 EETS Info Plattform 12

13 Implementation of EETS

14 Status before REETS Pilot
Independent SPs in operation (REETS states only) SP in operation (EFP states only) Countries with EFC systems

15 Priorities Implementation - Overview
15

16 Implementation Snapshot –Possible Scenario end 2017
Independent EP/SP in operation Pilot preparation/operation in progress Possibly enlarged EFP Operation or operation soon expected Countries with EFC systems

17 Conclusions and Key Issues for the Future

18 Conclusions and future Key Issues
EETS Market develops: New Players come, others leave The REETS Community found together – let us grow it! Accept and foster interim solutions towards EETS (e.g. more than just one EETS-OBU for a certain period). Not waiting for the perfect (technical) solution, just do it based on solutions available 18

19 Conclusions and future Key Issues
Fair and effective Competition Effective competition necessary for future prices of the service Regional Providers will be of significant importance Requirement of pan-European coverage does not fit into the market approach Look for solutions in other sectors, e.g. deregulation in airline industry or telecom (universal service) Implementation and certification schedules influence time to market 19

20 Conclusions and future Key Issues
EC started the amendment of legislation with a "targeted consultation" on EETS legal framework: Coverage by the service Ensuring the fair functioning of the EETS market Reducing the cost of electronic tolling and of the EETS Costs of the lack of Interoperability for road users Cross border enforcement New technologies Light vehicles Let us continue and move constantly forward 20
