2017-2018 Accountability Results
This fall, the Department will release an interactive school finder that allows families to explore schools and early childhood centers in their area or an area where they are moving to. This new system will provide families with the following information on the state’s public or publicly funded schools and early childhood centers: Overview: school contact information, hours of operation, principal or director name, transportation information, before and after school options, and school offerings (academic, enrichment, athletic, and extracurricular) Academic Performance: data on how well a school or center is preparing students for the next level of study, including each metric used in calculating school performance scores or early childhood performance profiles

School Finder Data Collection
The Department has sent a spreadsheet to each school system via the Data Management FTP to provide data not currently collected for the School Finder, including clubs and sports offerings, websites and social media links, and pick-up and drop-off times. In addition to more comprehensive report cards, these data will inform the development of Louisiana’s future “Interests and Opportunities” index within SPS (to be introduced as part of letter grades by ) School systems should have uploaded the completed file to the data management FTP by Friday, August 11. This information will ultimately be housed in the Sponsor Site system so, while this initial collection was conducted via Excel spreadsheet, moving forward school systems will be able to update the information directly in the system.

2016-2017 Final Data Certification
Final data certification for all data used to calculate the fall 2017 School and District Performance Scores opened today for schools that have grade 8 (for DCAI) or grade 12 (for ACT). Assessment certification will begin in approximately two weeks. Cohort graduation data certification was conducted in the spring and is now closed. This is the last opportunity for school systems and schools to request changes to data. When data certification closes, no additional changes will be made. Any data that is not corrected at this time will not be grounds for a waiver or appeal of the School and District Performance Scores when they are released per policy in Bulletin 111. School system accountability contacts were notified via with individual user log-ins and passwords. It is extremely important that all accountability contact information be up-to-date.

2017 Assessment Results To date, all 2017 assessment results have been shared with school systems and the public with the exception of ACT and LEAP social studies results. ACT results will be dropped into the FTP this evening, and social studies results will be released later this fall. All state and school system-level results can be found in either the: Pk-8 Performance Library (LEAP); or the High School Performance Library (EOC, AP, Grad Rate and ACT). The statewide results overview provides a quick look at the state’s most recent results and is a great tool to use to showcase state-level performance with families and community leaders.

2017 Assessment Highlights
LEAP: The percentage of students scoring at the Mastery level and above in ELA, math, and science improved by four percent from 2015 to 2017 and did not change from 2016 to 2017. Statewide, historically disadvantaged students are improving in ELA, math, and science, but their overall performance and rate of improvement remain lower than that of their peers. Advanced Placement: More than 6,500 students earned a qualifying score of 3, 4, or 5--a 137 percent increase over time and a nearly 10 percent increase since last year. African-American students saw dramatic increases. Of all test-takers, 781 students earned qualifying scores of 3, 4, or 5, a jump of nearly 17 percent since 2016 and of 197 percent since 2012. The total potential cost savings for the state's students and families tops nearly $7 million this year alone.

Accessing Student Test Histories in LIQ
LDOE has created a guidance document on searching and downloading the histories in LIQ. The Department is also in the process of upgrading the test history warehouse to provide more features and access to additional assessments. Moving out of LIQ, so LEAs can limit user access to assessments only Allowing LEAs to download complete assessment history for every student submitted to eScholar for the year, regardless of where test was taken Adding assessments like ACT, WorkKeys, CLEP, AP, IB, TS Gold, etc. Providing access for non-public schools

LEAP 360 There are three main purposes for classroom assessment:
Know where students are when they enter a classroom. Monitor how students are learning content over the year. Verify what students have learned. LEAP 360 pairs with LEAP 2025 to reduce overall testing time while realizing all three purposes.

General Scoring Information
The fourth section of the Diagnostic Quick Start Guide provides information and links to resources needed to score both the paper- and computer-based tests. The way in which Diagnostic tests are scored depends upon the mode in which the test is administered—either paper-based or computer-based.

LEAP 360 Diagnostic Assessments: Scoring
The diagnostic assessments will be scored like the practice tests: Paper-based diagnostics will be scored by teachers Computer-based diagnostics will be scored using a combination of automated and teacher scoring Answer keys for and scoring guidance will be provided *In order to generate a report, paper-based test responses must be transferred to the online platform.

LEAP 360 Diagnostic Assessments: Scoring
A few general notes about using the Educator Scoring application: Update: Any user with the Teacher role for the Diagnostic test has had Educator Scoring permission added. DRC will apply Educator Scoring permissions on Tuesdays and Thursday for any new users added. Rubrics and scoring guides for constructed- and extended-response items are located in the Answer Key documents in eDIRECT. DRC INSIGHT does not need to be installed on the machine used for scoring. Scoring is to be completed using a computer or laptop with Chrome or Internet Explorer 11 installed. Teachers may include comments and other notations on student responses while scoring. The ability to print student responses is available to users when scoring activity is live. If you wish to print a copy of the response, you MUST use the Export to PDF tool to print the student's response and educator feedback that is displayed on the screen. This must be done PRIOR to submitting the score.

Online Reporting The final section of the Diagnostic Quick Start Guide focuses on reporting. Points for constructed response items will be be added to the reports no later than 24 hours after the teacher completes the scoring process. The following report types will be available to schools and districts within 24 hours of test completion. LEAP 360: Planning and Scheduling for Interims
As outlined in the previous slides, LEAP 360 provides maximum flexibility to meet the needs of teachers and academic needs of students. Further support will be provided to DTCs this Fall. Looking Ahead to the Interims: Administered throughout the year based on curriculum pacing and content of the assessment Timing will be different at different grade levels and different content areas In ELA, this can be timed with Guidebook 2.0 units In math, this can be timed using new calendars included integrated into the Louisiana Guide to Implementing Eureka for each grade level Details about the contents of the assessments can be found in the assessment guides sections of Teacher’s Guide to LEAP 360 for both ELA and math.

LEAP 2025 High School Assessments
Beginning with the Fall 2017 test administration, students will take the new 5-level LEAP 2025 Algebra I, Geometry, English I, English II, and US History tests. The Algebra I, Geometry, English I, and English II tests are built from acquired test item banks, which were reviewed by committees of educators in July 2017. The US History tests are built from previously embedded field test items, which have been through multiple review committees of educators over the last two years. In 2017–2018, new items will be developed and field-tested through an embedded design similar to previous years’ tests.

ACT and WorkKeys

ACT General Overview All 11th grade students and any 12th grade students with no ACT score on record must take the ACT test before graduation. The ACT will be available in both paper and online formats to all districts. LDOE provides districts with ACT Match and No Match lists in November and March to assist with identifying the students needing the ACT. LDOE will pay for all 11th grade students and any 12th grader testing for the first time. Accommodations must be approved by ACT in order to be college reportable. Districts and schools will use the two ACT systems, PearsonAccessNext (PANext) and Test Accessibility and Accommodation (TAA), to prepare for test administration. PANext is used to place additional orders and enroll students and can be accessed by both the DTC and STC. TAA is used to apply for ACT approved accommodations and only accessible to STCs. The ACT State Testing website will have all information regarding testing, training, and access to PANext. The site is still being updated to reflect information for

ACT Online In , ACT will be available in both the paper and online format. March 20-29, 2018: Online testing window District and schools may chose to test all, some, or no students online. Online testing requires technical checks to ensure that the ACT tests are compatible and security measures can be met. DTCs and district technical support personnel will work together to run all required diagnostics in the fall to determine if online testing is an option. Accommodated tests will still be administered on paper only. However, if the only accommodation needed is extended time, the online test may be administered. Accommodations must be entered in the TAA system at the school level. Only school level personnel have access to TAA. Please refer to the The Technical Requirements for the ACT Test Online to determine if the ACT can be administered online.

ACT WorkKeys The ACT WorkKeys Online Testing window is October 3, 2017-April 13, 2018. The paper accommodated testing windows are October 3-17, 2017 and March 21-April 4, 2018. The Welcome to Your Testing Program and the Fall WorkKeys Schedule of Events are available on the ACT State Testing website. These documents contain important dates and information needed for WorkKey administration.

Louisiana Connectors for English Learners
In Winter 2016, BESE approved the English Language Proficiency Standards aligned to the recently adopted Louisiana Student Academic Standards. The Louisiana Connectors For English Learners replaced the formerly known English Language Development Standards. English Language Proficiency Test
The English Language Proficiency Test (ELPT) will be aligned to Louisiana Connectors for English Learners. Specifically the new assessment will: Be administered in the Spring of 2018. Assess speaking, listening, reading, and writing on six grade bands (K, 1, 2-3, 4-5, 6-8, 9-12) Report on five performance levels in each domain and 3 overall proficiency determinations (proficient, progressing, or emerging). Be administered in an online platform. Require the use of headphones (specifications to be released soon) for the speaking session. Include a screener to use for incoming students. Administration guidance and assessment guides will be released this fall. The Dept will continue to hosting trainings at the September and November collaborations to review this test in-depth.

Louisiana Connectors for Students with Significant Disabilities
In Winter 2016, BESE approved aligned standards in English language arts and mathematics, known as the Louisiana Connectors, for students with significant disabilities. The Louisiana Connectors have replaced what were formerly known as the Extended Standards; the LEAP Connect will replace what was formerly referred to as LAA1. LEAP Connect General Information
The new LEAP Connect will be aligned to Louisiana Connectors for Students with Significant Disabilities. Details include: Currently in development; to be administered in the Spring of 2018. Math and ELA (reading and writing) assessments for grades 3-8 and 11. About items for each subject, mostly selected response, with scripted directions for test administration. Direct student interaction with online testing program with or without test administrator support. The items are being developed at varying degrees of complexity that measure the same academic skill. Resources for the LEAP Connect administration will be provided this Fall. The Department will continue to host trainings at the September and November collaborations to review this test in-depth. The LAA1 Science assessment will still be administered in grades 4, 8, and 11.

Science Field Tests for Grades 3-8
The LEAP 2025 Science Field Test for grades 3-8 will be administered this school year. There will not be an operational Science test in grades 3-8. The field test will be: Aligned to the newly adopted Louisiana Student Standards for Science Two sessions in length Administered within the grades 3-8 testing window Shortened forms that contain 4 to 5 item sets (depending upon grade level), a handful of stand-alone items, and a task set. The scores from science field tests will not be used in the calculation of the 2018 SPS. Comparable to policy for social studies in the 2016 SPS, the higher of the two science indices from 2016 and 2017 will be used to award science points in the 2018 SPS. Field Test Assessment Guides and OTTs will be available this Winter.

Accommodations Forms Feedback collected throughout the year and from the Accommodations Forms Advisory Group is being used to make improvements to the accommodations forms. Grades 3-4 LEAP Computer-Based/ Paper-Based Enrollment for Testing
Districts can choose to administer LEAP 2025 grades 3-4 as a computer-based or paper-based assessment. DTCs will select the online or paper option for each site and grade under the Materials tab in eDIRECT from August 1-31, See table below for options for grades 3-4. The Department will work with LEAs individually in the coming months to determine technology readiness and best path forward. Technology Readiness Tool Update
LDOE is in the process of updating the TRT to collect additional data and generate new, more informative reports for schools and districts as they plan for their technology needs, upgrades, and enhancements. Any information entered into the TRT prior to these updates will be carried over once the update is completed. Additional details will be provided during the Monthly Education Technology webinar on August 24, 2017 at 11:00 AM. All new devices being used by students should be entered in the TRT by August 31, 2017.

Online Tools Training The Online Tools Training (OTT) should be utilized in order to become familiar with the online testing tools (e.g., highlighter, magnification, etc.) used for the operational test. Additionally the OTT: may be reviewed as many times as desired; is not to be considered representative of an actual test; and is available once Insight is installed or by link using Google Chrome browser. Note: The Google Chrome browser must be used when accessing the OTT via the hyperlink. Test Security Audits In order for LEAs to be in compliance with Bulletin 118, LEAs must develop a test security policy. All LEAs should have their test security plans accessible and available at all times. For 2017–2018, the Department will only require the following types of LEAs to submit a test security policy: New LEAs participating in statewide assessments LEAs that experienced a break of one or more years in participation in statewide assessments LEAs involved in the monitoring/audit process LEAs that voluntarily submit a test security policy All submitted policies will be reviewed using the checklist available here. The Department will review test security policies and provide feedback. August 31, 2017 is the deadline to submit test security policies to

Nonsummative Test Security
Non Summative Test Security Reminders All LEAP 360 system components are considered copyrighted materials and therefore belong to the originator and shall not be considered LEA property. All applicable copyright laws shall be enforced and adhered to under the terms of this agreement. The content may NOT be used or published in part or in whole outside of the prescribed purposes set forth by the Louisiana Department of Education (LDOE). Assessment items and passages can only be used in the assessment delivery platform operated by DRC. Accommodated Materials Reminder Secure documents must be kept in a locked, secure area before and after testing. It must be returned immediately to the School Test Coordinator after the scheduled testing has ended for the day. When testing is completed, the School Test Coordinator must return the materials to the District Test Coordinator.
