4 Second-Stage Eligibility Criteria
4 1 – OWNED BY ANOTHER: 3 – STARTUP: By “startup,” not concerned about age – there are a few “young” companies. This point means we are dealing with companies that are poised for growth, not figuring out how to make payroll this Friday. 4 – FTEs are so-called bona-fide employees for which the company pays payroll taxes. We do not count leased or contract employees toward a company being in second-stage because . . . (A) When we think of what is a 2nd Stage company, it is a company with certain challenges and opportunities. Among the challenges are HR issues (payroll taxes, benefits, hiring, firing), and among the opportunities are HR issues (being an enlightened employer, creating company culture) (B) from the foundation’s POV, taken as a whole, these three classes of workers are counted separately. (C) We would also face the counter issue of DQ’ing companies for being too big if they use a lot of contract workers. 5 – REVENUE: Investors and grants, talk about later Second-Stage Eligibility Criteria Be privately held (not publicly traded, not a subsidiary or division). Be a commercial enterprise, not a nonprofit. Be past startup, facing issues of growth, not survival. Employ 6-99 FTEs, including the owner. Between $750,000 and $50 million in annual revenue or working capital in place from investors or grants.
