3 Introduction Communications Working Group (CWG)
Premise – Performance-based framework Project Plans – To provide executive summaries on the project (who, what, when, where, why and how) evaluate communication technologies that are foreseen to be viable in meeting the needs of the aviation community End product – PARC recommendations to FAA Works with ICAO and the regions/other States to ensure global harmonization for seamless operations and interoperability

5 PARC CWG priorities Based on practicality, timeline, benefit gain and level of interest, the PARC CWG priorities are: High priority – Performance-based concept for communications and surveillance High priority – FANS 1/A over Iridium SBD (FOI) High priority - SATCOM voice (Iridium and Inmarsat) Medium priority – FANS 1/A over HFDL (FOH) Medium priority – FANS 1/A over Inmarsat I4 Classic Aero (FOICA) Low priority – Other “non-project” specific work

Future/domestic data link, particularly in U.S. – SC­214/WG­78 next generation data link standards New CPDLC message set underway (hot topic) 12th Air Navigation Conference and OPLINKP Supports global data link harmonization strategy for 12th Air Navigation Conference in November 2012 ICAO Communication Roadmap and Global Air Navigation Plan is dependent on SC­214/WG­78 What data link will be in aviation system block upgrade (ASBU) 0 in 2013, ASBU 1 in 2018, and beyond? How will mixed-capable, e.g., FANS 1/A, ATN B1 (Link 2000+) and SC­214/WG­78, fleet be handled? Phasing out and stopping partial builds

8 PARC FOI & PBC recommendations
PARC submitted letter to FAA in Sep 2010 “ RECOMMENDATION 1. [FANS 1/A over Iridium] (see previous slides) “ RECOMMENDATION 2. In the near and mid terms, plan for and implement a performance-based framework for RCP and surveillance performance specifications.”

9 FAA responded in June 2011 “ The FAA accepts PARC’s recommendation to implement a performance-based framework for [RCP and RSP] specifications for oceanic and remote operations.” “The FAA will advocate global implementation … “… with the performance-based concept, any data link technology for ATS communications will need to conform to GOLD performance specifications as prescribed by airspace requirements documents.”

North Atlantic – Implementation Feb 2015 June Endorsed RCP/RSP implementation plan Draft proposal for amendment to NAT Regional SUPPS (Doc 7030), agree by June 2013 Asia-Pacific – Planning began in November 2010 Sep 2011 – Ad hoc group formed to coordinate on planning Feb Seminar and SOCM/2 On-going - ISPACG and IPACG planning for implementation OPLINKP – Revisions to ICAO material, e.g., flight plan “P[n]” indicators

11 RCP/RSP planning and implementation
Parts of concept are already being implemented FAA currently monitoring performance at Oceanic Centers Others, e.g., Australia, New Zealand, UK, Iceland, Canada, … OPLINKP – October 2011 Long term transition involving mixed-capable fleet Performance-based framework needed Extend into continental (domestic) environments Advocate concept as part of NextGen, the ICAO Communication and Surveillance Roadmaps and the Global Air Navigation Plan

13 GOLD monitoring is not enough
Performance monitoring tells us if the system was “bad” yesterday We need confidence the system will perform as expected today Demonstrate stability of actual performance over time Prescribe airspace requirements – qualify and approve components Fix problems when they are found 6 Months ADS-C SATCOM New York Oakland

15 Continued operational safety
ANSPs need to continue GOLD performance analysis, regardless of sub-network media FAA Flight Standards Service is planning to establish a system with U.S. operators to correct any performance deficiencies detected from this monitoring Advocate other States to do the same

17 Why SATCOM voice? Voice communications will continue to be a requirement Provides an alternative long range communication system (LRCS) to HF voice communications Dissimilarity (to HF voice) can improve overall reliability of voice communication capability Can improve quality of communications with flight operations and ATC, particularly in emergency and non-routine situations SATCOM voice is a requirement for extended operations (ETOPS) > 180 minutes

18 An important “added” capability
SATCOM voice ICAO Inter-Regional SATCOM Voice Task Force (IR­SVTF) is developing globally applicable satellite voice guidance material (SVGM) Feb Seminar & IRSVTF/3 at ICAO Asia-Pacific Office in Bangkok 1st QTR 2012 – SVGM, 1st Edition, will include guidance material on service provision, aircraft operator readiness, procedures for controller, radio operator and flight crew, and post-implementation monitoring Indicate in-flight use of portable SATCOM phones is not allowed Facilitate in establishing MMEL/MEL policies – but will not consider “no HF capability” PARC CWG will contribute to validate SVGM and substantiate recommendations to FAA Preliminary operational test with Air Tran, New York Center and ARINC planning to begin in December 2011

19 FANS 1/A over HFDL (FOH) Mar 2011 – PARC submitted report to FAA
Jan 2012 – FAA responded favorably Follow-on work GOLD Performance Analysis – RCP400/RSP400 Corrective actions – like everyone else Currently “turned off” FOH without SATCOM evaluations FOH with SATCOM – about percent Performance-based

20 FANS 1/A over I4 Classic Aero (FOICA)
PARC CWG completed project for FOICA project Project report expected by 2nd or 3rd quarter 2012 Plan Objectives Ensure the new I-4 Classic Aero network is performing to expected levels per GOLD RCP 240 and surveillance performance 180 specifications Work any issues that may arise out of the evaluation of data on this new network Any recommendations to FAA are currently TBD

21 operators/234 aircraft 142 FOICA only, 92 FOICA w/SBB ANSPs actively monitoring – FAA, Airways NZ, UK NATS, NAVCanada, others CSP – ARINC and SITA Airframe – Boeing, Airbus, Gulfstream, Bombardier Avionics suppliers – Honeywell, Rockwell Collins, Thales

Continuation of Classic Aero over I-4 (Aero H+ only) Now have 2 Classic Aero networks Redundant interconnections between SAS & CSP Compliant to existing Classic Aero over I-3 standards I-4 Interconnects expected to be re-used for SBB Safety (2012/2013) Prominent venue for I-4 Classic Aero performance against GOLD RCP240 and RSP180 specifications
