Google Apps and Force.com have similar limitations to Azure All OS updates, versions, patches, security are controlled and implemented by the PaaS provider IaaS: user selects the configuration (server size, OS, App software) and then has complete responsibility for the maintenance of the system; security patch is your responsibility.
