Investing for the Future: Leading the Charge CWSRF programs have a major role in supporting waste water infrastructure investments that are important to state and local competitiveness and quality of life. CWSRF programs supports job creation and good paying opportunities. CWSRF is critical in responding to infrastructure challenges and advancing technology and innovations. Important tool in expanding funding opportunities. CWSRF continues to pursue flexibilities to support program expansion and implementation ease.

Investing for the Future: Leading the Charge Over the past 30 years, the 51 CWSRF programs have made major investments in financing wastewater infrastructure, addressing critical water quality and public health needs. The CWSRF programs have evolved. From traditional activities to broader eligibilities and greater financing variabilities. Reduce infrastructure gap – financial and operational. Support the creation of efficient markets. Platform and foundation for leveraging and innovation. Enhance and promote sustainable revenue models.

Clean Water State Revolving Fund 2016 Performance Highlights
In 2016, the CWSRF programs provided 1,360 assistance agreements, funding $7.6 billion for high priority projects. Since their inception, the CWSRF programs have provided over $118.7 billion in affordable financing. For every federal dollar that was awarded through a capitalization grant, approximately $2.90 has been committed to eligible recipients. In 2016, the national average CWSRF interest rate was 1.6%.

In addition to loans, the Clean Water Act allows CWSRF programs to buy or refinance debt obligations. This form of assistance can go beyond 30 years. EPA recently approved an Ohio proposal to use this assistance option to provide financing for up to 45 years or the useful life of the project.

Next Steps EPA will work with the State/EPA workgroup to explore opportunities for further streamlining. For example, identifying ways for streamlining Davis Bacon compliance.

Updated SRF Fund Management Handbook Released in 2001, the Handbook covers a wide range of CW and DW fiscal management issues. 2016 CWSRF Annual Report Success Stories: Region 6 North Fort Bend Water Authority, TX The Texas CWSRF is providing funding to The North Fort Bend Water Authority for the construction of the Grand Lakes Reclaimed Water System. The reuse system will treat effluent to: Help to maintain amenity lake levels and irrigate green spaces. Supply over half a million gallons of reuse water.

2016 CWSRF Annual Report Success Stories: Region 9 Sacramento, CA: EchoWater With nearly $1.6 billion in CWSRF funding, one of the largest public works projects in Sacramento’s history. Infrastructure upgrades will reduce ammonia discharged to local waters by 95%. Favorable loan terms will save rate payers over half a billion dollars in interest payments. EchoWater December 2016
