De twee grote problemen van het huidige systeem:
te weinig flexibiliteit
de leveranciers implementeren de gehomologeerde versies niet
De grote lijnen van het voorstel dat besproken wordt, zijn:
een basisregistratie voor alles wat betrekking heeft op de gegevensveiligheid, de naleving van de privacy, de bruikbaarheid en gebruiksvriendelijkheid, etc.
specifieke toelating per dienst met een toegevoegde waarde, alvorens de gebruikerssoftware de dienst met toegevoegde waarde mag aanbieden

4. Base registration : Scope (1/2)
Minimal list of criteria to be deployed
Telematics - ex: eHealthbox integration & security
Administrative management - eg: patient & user management
Health data (generic) - eg: minimum medical information registrable, codes, only once,…
Generic for every soft regardless of the target group
Does not cover exchange with external solution

The new modular evaluation model shall be presented, we identify 3 layers including :
The BRCG - Base registration criteria that are Generic (That are applicable for every sector)
The BRCS - Base registration criteria that are Specific (Criteria that are applicable to every sofware of a specific sector)
The MOD - Module’s criteria (Evaluated by the module owner)
The Base registration criteria are evaluated by eHealth or eHealth in collaboration with some stakeholders.
Our first priority is to define a common set of criteria …. That cover the « Base registration criteria that are generic »…. In a second step, we will focus on the Base registration criteria that are specific.
We should distinguish :
Full evaluation : covers the evaluation of the base registration forNew software (or software facing a major release)
Delta evaluation : Covers new feature, new criteria of the Base registration …
At this stage … We think that :
For existing sector …
the Delta evaluation (New criteria’s) will be applied on existing softwares that have been registered previously,
The full evaluation will be applied for new software
For non existing sector … First focus on the BRCG…. Implementation planning shall be negotiated and phased. For some sectors, the BRCS could be applied
We must plan a transition period where some software could be evaluated for some module before that their positive evaluation of the Base registration
The validation process (Timing) still need to be clarified ….
