6 Spectrum Management Survey to Collect Input for SCOWCT Planning
TWG2 initiated a survey of AASHTO members in an effort to help TWGs focus their efforts. Survey gathered input on communications technology needs of state DOTs Issued to all State DOTs Summary of results – to be shared later today May want to add another bullet or two

7 Spectrum Management FCC Proposed Rule on 5.9 GHz Spectrum Sharing
FCC requested comments on options for sharing the 5.9 GHz spectrum, currently set aside for Dedicated Short Range Communication (DSRC) Connected Vehicle (CV) operations. SCOWCT and STSMO prepared and submitted comments to FCC (Lead authors Peter Moncure and Larry Head) Highlighted technical challenges related to sharing. Any sharing option must not compromise safety & mobility advances offered by DSRC for CV applications. Featured deployment information provided by SCOWCT/STSMO members: Deployment locations descriptions, and investments State DOTs shared highlights from their comments submitted to FCC The Proposed Rule can be found at: A webinar recording and materials discussing the Proposed Rule are available at:

Continue to provide review support on FCC and other federal and nationwide technical issues related to spectrum sharing, future communication technologies, and Federal Rulemakings. Develop issues-based white papers and serve as subject matter experts (SMEs) for AASHTO Committees and State DOTs at technical, policy, and executive levels. Did these comments get addressed? Suggested edits and more specific objectives: * Change “ensure” to something like to “inform” or “influence.” * Support education of spectrum management issues through the Standing Committee on Highways (SCOH) * Influence FCC in support of regulating florescent lighting to reduce interference in low bandwidth spectrum * Advocate for DOTs to be considered a “public safety” entity within FirstNet * Spectrum Protection: a) 5.9 GHz; b) 4.9 GHz for point to point; c) Low bandwidth
