Global Wireless Professional Network is Evolving to Broadband and LTE Has Become the Consensus
The USA has started the construction of national 700MHz public safety network(FirstNet) in 2012 which has led to the rapid development of LTE public safety or government network construction in Asia and the Middle East. China has also started the pilot for TD-LTE based municipal network. Opportunity and Challenge for TD-LTE based Broadband Trunking System
To Unify Technical Systems and Standards Multiple technical solutions and products coexist in LTE broadband trunking and a unified standard is needed urgently to reduce cost and to promote the development of scale. China has developed B-TrunC broadband trunking standard based on LTE Capital, Spectrum Resource and Development Mode The bottleneck of capital and spectrum resource for LTE broadband trunking is more serious than that of narrow band trunking. It is urgent to explore a development model for LTE broadband trunking with network sharing Business Model There is no mature model for network management, construction, operation and users. Income or profit model, customization for services and terminals There is no global business models overall. Some countries now are researching the management system, spectrum allocation and budget for nationwide private network It is urgent for China to carry out research and to establish management systems and mechanisms for private network in the national level.

Chinese B-TrunC is Leading the World’s Broadband Trunking Technology and Standard
China has began the standardization for TD-LTE based broadband trunking(B-TrunC) technology since November, Now China has completed the general technical requirements and air interface standards for B-TrunC(phase 1) System-level standards for LTE broadband trunking which is the world’s only standard at present. Air interface uses innovative technology of downlink shared channel Specify system functionality and open interface. Actively promoting the B-TrunC to be adopted as international standards Promote LTE broadband trunking standards to be adopted by ITU-R and relevant international standards LTE broadband trunking standard project was initially started in November, 2012

The Promotion of B-TrunC Broadband Trunking Standards in Stages
The document of research report for TD-LTE based broadband digital trunking system was finished in 2010. The research of downlink shared channel, MBMS and PoC was carried out Preliminary Study Stage Enhance the broadband trunking functionality. Local network Interface between terminal and system and interface between Core network and dispatcher is opened. Interface of core network is not involved in. Standard of Stage 1:current work Network interoperability and roaming Performance optimization, more functionalities and services Standard of Stage 2 (early discussions ) :

Functionality and Performance of B-TrunC Broadband Trunking System
Guiding Principle: B-TrunC is based on 3GPP R9 and maintains the backward compatibility and interface open for R9. System functionality TD-LTE broadband data transmission Broadband trunking functionality group call, visual group call, individual call, visual individual call, real-time short data, SMS, free group call release, dynamic regrouping ,remote activation & deactivation, force release/ insert, fallback Wireless enhancement and network enhancement Security and priority System performance Group call setup time < 300ms Speaking right apply time < 200ms Group capacity : 150 groups on 20MHz for each cell Spectrum efficiency : 2.5bps/Hz on uplink ; 5bps/Hz on downlink Bandwidth requirement : 5MHz/10MHz/15Mz/20MHz, 1.4Mhz and 3MHz bandwidth is optional

B-TrunC Broadband Trunking Standards VS.3GPP Standards
3GPP enhanced bearing capability for voice group call from public network’s point of view. Conclusion LTE-based broadband trunking has become a consensus for industry development, but iits development model is still under exploring China has firstly developed B-TrunC broadband trunking standard based on TD-LTE which has performance advantages. China is going to establish B-TrunC broadband trunking industry alliance to promote its industrialization and internationalization Hope to jointly write a new chapter in the development of broadband Trunking!
