Main challenges and possible solutions
Water scarcity Large scale MAR Overexploitation of groundwater MAR, regulatory mechanisms Diffuse pollution of groundwater and related surface waters from agriculture Regulation of use of pesticides and nitrate; better data management and proper monitoring schemes Safe drinking water for the rural population Water treatment and new groundwater-based water supply infrastructure GDE effects of water scarcity and water pollution Modelling of GDE effects, regulation og water use and water cycle management Salt water intrusion MAR and regulation of water use in coastal areas Water sustainability of primary food production Water efficiency in agriculture – water saving irrigation; treatment of manure The need for better water management, regulation and governance Policy dialogue and new regulation
4
Overall objective The overall objective of the action is to support formulation and implementation of Chinese policies, legislation, standards and measures that will contribute enable better management, use and protection of groundwater resources and increased coverage of safe groundwater-based water supply in rural areas

Organisation
10
WP 2: Policy and business dialogue
Objective: to consolidate and give recommendations to favourable policies, legislation, socio-economic priorities and business collaboration for sustainable management, efficient use and protection of groundwater resources in rural areas based on the findings within the different WPs. Scope of activities: Policy briefs on: Administrative instruments and relevant technologies to halt depletion and initiate recovery of groundwater resources Administrative instruments and relevant technologies to reduce diffuse pollution of groundwater resources Groundwater-based rural water supply Water allocation and water saving technology to be applied in irrigation, based on the socio-economic value of water
11
WP 3 Protection and restoration of groundwater dependent ecosystems
Objective: to restore, protect and enhance the ecological status of the karst streams and springs of Jinan City and based on the results to extract general recommendations for similar projects in China. Scope of activities: Baseline analysis on hydroecological characteristics of the karst GDEs Generalising test results from surface-groundwater interaction modelling Assessment of impact from groundwater abstraction on GDE in karst springs and streams from catchment scale modelling GDE restoration and protection strategies to support policy development
12
WP 4 Prevention of diffuse pollution and saltwater intrusion
Scope of activities: Framework and methodologies for groundwater monitoring in Europe and China Data storage and data management design and establishment of the framework for a database Model concept enabling differentiated regulation of nitrate use on arable land Available and applicable methods for mitigation of diffuse pollution (in situ and on site treatment and containment technologies) with a special focus on PRB well protection design. Objective: to identify and apply EU Water Technology Innovations to provide safe and cost-efficient groundwater-based water supply, thereby contributing to improved health and reduced workload of the rural population of China.
13
WP 5 Water saving irrigation
Objective: to increase socio-economic and technical efficiency in water allocation and use in large-scale irrigation Scope of activities: Baseline analysis Modelling of water saving irrigation technologies at farm and irrigation system scale Modelling of the changes in socio-economic value of water imposed by water allocation of water under water scarcity Generalising test results from modelling Guidelines for water allocation and water saving irrigation strategies
14
WP 6 Groundwater-based rural water supply
Objective: to identify and apply EU technology to provide safe and cost-efficient groundwater-based water supply, thereby contributing to improved health of the rural population of China Scope of activities: Mapping of selected groundwater regimes Identification of relevant EU water technology innovations in close cooperation with the PIANO project and the WssTP Marketing of the model for Groundwater-based Rural Water Supply developed by the Danish Groundwater Installation, monitoring and assess-ment of the performance of WTI’s Marketing of the successful WTIs at CEWP Business Dialogues and technical forums in China
15
WP 7 Managed Aquifer Recharge (MAR) .
Objective: to restore aquifers and to achieve sustainable water supply in the North China Plain with the objective to share experience on MAR methods to counteract overexploitation, to increase underground storage of flood water Scope of activities: Potential of using different water sources (reclaimed wastewater, lake and river water, rain- and storm water) for MAR Water balance and the use of hydrological modelling for estimating the potential of storm water and reclaimed wastewater from the cities for infiltration in rural area MAR operation surveillance. Logistical implications in terms of infrastructure and space of MAR to restore the over-exploitation aquifers in the rural areas. Treatment capacity of soils for selected water sources
