5. SAG establishment
SAG member organisations are expected to be represented by:
a senior EiE staff with decision-making power
who will be consistently available to attend on average monthly meetings (depending on the needs)
attendance can be in person or via Skype
At least 6 members (of the 10) must be present at a meeting to make the proceedings of that meeting valid.

Expressions of Interest for SAG membership are due back to Katy and Sri by 7th August 2016 (4 members needed – 1 international EiE NGO registered with the Federal MoE + 1 international EiE NGO working in KRI + 2 national EiE NGOs)
Then an electronic vote will happen!

7. Back to School preparation
We need to start preparing for the start of the new school year (start date: 20th September 2016)
Agree on a common Cluster approach:
Ensure both MoE and partners at all levels are on the same page (timeline, procedures etc.)
Agree on priorities with standards
Avoid duplication
Use the summer holidays for preparation
Focus on cohesion
Posters? Leaflets? Hotline number? Term dates? Registration information?

8. Registration Campaign
Organisations to work with the DoEs in their governorates, to support the DoE with summer Registration campaigns
Possible support:
use of organisation vehicle for DoE staff to inform communities / parents of how to register students, where to do it, when to do it
small funding for registration radio adverts / posters / TV adverts

9. Mid-Term Review Workshop
The KRG MoE and the Education Cluster would like to hold a ½ day Mid-Term Review Workshop in August
Purpose of the Workshop is to review what Education achievements organisations have had so far in 2016, discuss any implementation issues that organisations may have had, so solutions can be found, and organisations’ Education activity plans for remainder of 2016.

10. Mosul – information update
Quadrant 1: IDPs fleeing east into Ninewa Plains; response will be coordinated by KRG (even though in Ninewa), so NGO Baghdad registration will not be needed; Screening will be done by the Peshmerga; there will be tight restrictions on movement; JCC has a Plan it will be sticking to (camps outside KRI boundaries); Area will be very accessible from Erbil (for east and south-east of Mosul) and from Dahuk (for north and north-east of Mosul); Planned camps will be in Hatara and Janbour (Tilkeif), Zelekan (Shikhan), Hassam Sham (Hamdaniyah/Bardarash) and Debaga (Makhmour).

Quadrant 2: Mostly a host-community response (in Wana, Zummar and Rabea); screening will be managed by GoI; NGO Baghdad registration will be needed; Zummar will be the operational hub for agencies working here; 3 access points from Dahuk will be available (Sahela bridge, bridge south of Dam near Wana, and the temporary military pontoon bridge).

Quadrant 3: Expecting these to be families supportive of IS, running to remaining IS strongholds (e.g. Telafar); they’ll have to cross active military lines; screening will managed by GoI; NGO Baghdad registration will be needed; Zummar will be the operational hub for agencies working here;

Quadrant 4: Military screening at Al Qayyarah; response will be mixed = some tents / Transit centres + abandoned villages + sponsorship system (across the country); access from Erbil will NOT be possible as agencies won’t be able to cross the Tigris River on the military pontoon bridge; NGO Baghdad registration will be needed; access from Baghdad will be straightforward.

EiE PARTNERS WHO ARE SOLELY FOCUSING ON REFUGEE PROJECTS ARE URGED TO RE-THINK THIS INTERNALLY WITH THEIR SENIOR MANAGEMENT TEAMS / HQs. THE HCT, HC AND GOVERNMENT ARE BEING VERY CLEAR THAT HUMANITARIAN AGENCIES NEED TO STEP UP AND RESPOND TO THIS IMPENDING MASSIVE IDP CRISIS. IT WILL BE DIFFICULT TO JUSTIFY ONLY WORKING IN SYRIAN REFUGEE CAMPS…

The National Mosul Education Response Plan is now being put together
Each Quadrant Focal Point needs to have developed context-specific EiE response plans (appropriate EiE activities for that region, anticipated logistics issues, people targeted #, access / operations)
The Education Focal Points are:
Quadrant 1 – UNICEF (Maria and Muhanned)
Quadrant 2 – PiN (Chiara and Denisa)
Quadrant 3 – Darya (Mohammed)
Quadrant 4 – Save the Children (Mohammed J)
They will be reaching out to you for support writing the Mosul Education Response Plan for each Quadrant

Accelerated Learning Package (ALPs) needed from Federal MoE and KRG MoE – how can partners get these ALPs curricula? Speak to Save the Children about their Federal MoE accredited NFE!
PSS Plus Packages needed for teacher trainings – do any partners know of any good agencies for this? MSF? WHO? ACF?

22. Mosul – suggested activities for your proposals
Establishing temporary schools in areas where children displaced from Mosul will flee. Partners need to start prepositioning tents, mobile school units and prefab classrooms as temporary learning spaces in areas where displacement is expected.
Pre-positioning teaching and learning items in areas where displaced families will flee. Partners need to start procuring teaching and learning supplies, books and other basic classroom materials.
Ensuring sufficient teaching capacity is in place before displaced families arrive. Partners need to start training teachers and pre-deploying education staff to priority locations to ensure sufficient additional capacity is in place when displacement starts. This also includes training host-community teachers in locations where displacement is expected.
Mobilizing community members with previous teaching experience: Partners need to start training education facilitators and teachers on emergency psychosocial support and life skills, including mine risk education and health messages.
Paying teacher incentives: Partners need to have prepositioned funds so that as soon as children are displaced and can access the temporary learning spaces, teacher incentives can start being paid.
Operational preparedness: Partners need to start hiring more staff and setting up new field offices for their (multi-sector) Mosul response. Partners also need to start building the capacity and training any sub-granting local organisations that they plan to work with for implementation.
Orienting community members: Partners will need to mobilize the displaced communities on the need and importance of psychosocial support, emergency education and conduct community campaigns to promote learning.

26. Reporting on ActivityInfo
A reminder that all partners need to be reporting any Education activity on ActivityInfo website every month
It’s an important database that makes sure all your hard EiE work gets the recognition it deserves.
Remember all donors, HCT, OCHA, Clusters get analyses of the data inputted, so it’s an important way to highlight your organisation’s activities and for the MoE and Cluster to track the national response (gaps, duplications, etc)
I’ve unlocked all the Jan – July months so that you can go and backdate your reporting for the year

KRG MoE should be informed FIRST before any organisation is allowed to communicate with schools.
