USSOCOM Enterprise Wide Training and Exercise Program (UEWTEP)
BACKGROUND SCOPE OF WORK The FMD JCTO has the responsibility for planning, designing, coordinating, synchronizing and executing collective training and exercises across the USSOCOM Enterprise (including Theater Special Operations Commands, SOF Battle Staffs, Special Operations Joint Task Forces, USSOCOM Components, and sub-unified commands). operations. Required elements include (but are not limited to): planning, design/scripting, integration, coordinating, managing and executing approved training and exercise programs, information and data analysis, joint collective training, and integrating cyberspace and building partner nations capacity activities FMD JCTO facilitates the interdependence between Special Operations Forces, Conventional Forces, Interagency elements, and Partner Nations forces through training and exercises. Scope: Provide support to collectively train and exercise Special Operations Forces (SOF) and build partner capacity worldwide Major deliverables: Conduct joint collective training and exercises Develop and provide joint SOF battlestaff C2 training Exercise the USSOCOM Battlestaffs to conduct joint SOF C2 Provide direct training and exercise expertise to the TSOCs and Geographic Combatant Commands (GCCs) Synchronize all SOF participation in accredited Joint National Training Capability, SOF Integration and Interoperability product development, instructional briefings, data collection and enabling service training programs. CONTRACT REQUIREMENTS Contract Type: Single Award Indefinite Delivery, Indefinite Quantity (IDIQ). This effort is anticipated to be set aside for competition of 8(a) certified companies. Basic Contract Period: 1 year base period with 4 - One-year Option Years, total period not to exceed 5 years. Anticipated overall contract ceiling: $250M phased over 5 years, minimum guarantee $2500. Level of Effort: ~180 FTEs; Multiple states and countries; Export Licenses will be required; must have Top Secret Facility Clearance. Operations at the highest levels of classification in secure areas, while ensuring a secure environment that provides robust capabilities of exercise intelligence, data and information collection, and employing current TTPs across the globe. USSOCOM Joint Special Operations University Program (JSOU)
BACKGROUND SCOPE OF WORK The Joint Special Operations University (JSOU) mission is to prepare Special Operations Forces (SOF) to shape the future strategic environment by providing specialized joint professional military education, developing SOF-specific undergraduate and graduate-level curriculum and by fostering special operations research, analysis and outreach in support of United States Special Operations Command (USSOCOM) objectives. University Headquarters • University President Support • Academic Affairs • Enlisted Academy • Continuing Education • College of Special Operations • Research Library • Special Operations Studies and Research Scope: The contractor shall provide resident and distance learning lifecycle support along with instruction in various delivery methods. The contractor shall also provide University and Campus support services for Faculty and Students Major deliverables: Resident and Distance Learning Courseware Translation Services Operational Research Papers and Plans Studies Global Training Country Team Military Familiarization CONTRACT REQUIREMENTS Contract Type: Single Award Indefinite Delivery, Indefinite Quantity (IDIQ). This effort is anticipated to be set aside for competition of Small Business Concerns Basic Contract Period: 1 year base period with 2 - One-year Option Years, total period not to exceed 3 years.
