Examiner: Will be a certified teacher at Livingston Elementary. Start Time: 8:00 am and length of time will vary according to content area. Paper and Pencil administration

LEXILE Scores and Range
A Lexile measure is a standard score that matches a student’s reading ability with difficulty of text material. A Lexile measure can be interpreted as the level of book that a student can read with 75% comprehension. Experts have identified a 75% comprehension level as offering the reader a certain amount of comfort and yet still offering a challenge. Determine your child’s Lexile range using your child’s Lexile score: Add 50L above and 100L below.

Student Performance on ELA
Achievement Levels and Lexile Reading Levels will be used to determine promotion/retention on the ELA section of the GA Milestones. Achievement Level: Beginning, Developing, Proficient, or Distinguished Reading Status: Below grade level or At/Above grade level

Student Performance State law requires:
Students in grade 3 earn an At/Above Grade Level designation in reading to be promoted to fourth grade. In grades 5 and 8, state law requires that students earn an At/Above Grade Level designation in reading as well as score in the Developing Learner achievement level or above in mathematics to be promoted to the next grade. Students who do not reach the required designations above will have the opportunity to retest.

Promotion and Retention
In compliance with the Georgia Promotion, Placement, and Retention law (O.C.G.A. §§ through ) and State Board of Education Rule ( ), students in grades 3, 5, and 8 must achieve grade level proficiency on the state-adopted assessment in reading and students in grades 5 and 8 must achieve grade-level proficiency on the state-adopted assessments in reading and mathematics. A student must also meet the promotion standards and criteria established by the local board of education for the school that the student attends.

Promotion and Retention
For students in grades 3, 5, and 8, performance on the reading portion of the ELA test will be used to provide a grade-level reading determination of Below Grade Level or Grade Level or Above. The determination is based on the linkage of the Lexile scale to Georgia Milestones. To be eligible for promotion, students must demonstrate reading skill at the beginning of the grade-level stretch band. The stretch bands were developed to signal the reading level at each grade students need to achieve to be college and career ready upon high school graduation. Students who receive a reading status of Grade Level or Above are eligible for promotion. Students who receive a reading status of Below Grade Level need remediation and are eligible to retest in ELA. Generally speaking, these students will be in the Beginning Learner and some at the lower end of Developing Learner achievement levels for the overall ELA assessment. Students who achieve the beginning range of Developing Learner demonstrated sufficient writing and language skills to increase their achievement level but may still be reading below grade level. It is important to note that the determination of remediation for reading is based on the student’s Lexile measure and not based on the Reading and Vocabulary domain mastery category. In other words, it is possible for a student to receive a domain mastery level of Remediate Learning in the Reading and Vocabulary category and still receive a reading status of Grade Level or Above.

Promotion and Retention
Students in grades 5 and 8 must also achieve the Developing Learner achievement level in mathematics to be considered eligible for promotion. These students have demonstrated partial proficiency of the grade level concepts and skills and can proceed to the next grade level when provided focused instructional support. Students who achieve the Beginning Learner achievement level should receive remediation and be provided the opportunity to retest.

3rd Grade PROMOTION REQUIREMENTS
Promotion of a student shall be determined as follows: No 3rd grade student shall be promoted to the 4th grade if the student does not receive a grade level reading determination of “On/Above grade Level” on the GA Milestones End-of-Grade assessments AND meet promotion standards and criteria established in the local district policy.

5th Grade PROMOTION REQUIREMENTS
No 5th grade student shall be promoted to the 6th grade if the student does not receive a grade level reading determination of On/Above Grade Level” on the GA Milestones End-of-Grade assessment and attain an achievement level of “Developing Learner”, “Proficient Learner”, or “Distinguished Learner” on the mathematics section of the GA Milestones End-of-Grade assessment and meet promotion standards and criteria of the local school district policy.

Students who do not pass the GA Milestones
School administrators will inform parents if his/her child does not pass. Students will have opportunities for additional instruction prior to the retesting opportunity.

Test results determine if the child moves on or is retained.
RETEST Students will have one opportunity to retake the test again May 22-24, 2017. Reading: Grade 3 and Grade 5 Math: Grade 5 Online Test results determine if the child moves on or is retained. More information on actual retest dates will be available at a later date.

Student Performance on the retest
When a student does not perform at grade level on the retest, the school principal shall retain the student for the next school year. The Principal or designee may retain a student who performs satisfactory on the GA Milestones, but who does not meet promotion/retention standards and criteria of the local district.

Additional Understanding
Parents may appeal the decision to retain a student. If a parent appeals the retention, the Principal will establish a local school placement committee to consider the appeal.

The placement committee must be unanimous in its decision to place the student.
Students, whether retained or placed, must have a placement plan designed to help the student reach grade level by the end of the upcoming school year. The decision of the school placement committee is final and is not subject to appeal to the Board of Education.
