7. TENDER EVALUATION PROCESS
Tender Pre-qualifying Criteria
In terms of the PPPFA Regulation 4, an organ of state can apply pre-qualifying criteria to advance certain Designated Groups.
Only bidders with B-BBEE level of 1, 2 or 3 will be considered for this tender.
Valid certificates required at closing date of tender.
Consortium – Each member must at least have one of above level.
Joint Venture – Joint B-BBEE must at least have one of above level.

8. TENDER EVALUATION PROCESS
Tender Minimum Requirements
 A Bidder who fails to meet any or all the above minimum requirements at closing date will be disqualified. 1
Proof of OEM certification/accreditation for the respective work packages where required / applicable. 2
Minimum of five (5) years cumulative relevant experience required in providing IT Facilities, Power, Cooling and Cabling Infrastructure,
Proof of experience supported by 1x contactable ref. letters from clients,
Such must confirm the bidder’s experience in the respective work packages.
Bidders must refer to item 3.2 of Annexure 1D “IT Power, Cooling and Cabling Response Form” for the respective letters required. 3
40% transformation required under section Detailed proposal required

9. TENDER EVALUATION PROCESS
Tender Administrative Requirements
Bidders MUST submit the following mandatory administrative documents before being considered for Functional and Technical Evaluation: a)
Proof of registration with National Treasury CSD, ( b)
Acceptance of the terms and conditions of the RFP ( Ref. Appendix A) c)
Valid Tax Clearance Certificate; d)
Valid B-BBEE certificate (only level 1, 2 or 3 will be considered). e)
Letter of good standing in Safety compliance from the department of Labour f)
Complete & Sign all applicable Annexures/Appendices of the RFP

14. OPERATIONAL REQUIREMENTS
Bidders MUST ensure that the following equipment /items will be available to conduct work within ACSA ‘s environment a)
Provide proof of appropriate cherry pickers (hired or company owned) and a resource with a cherry picker licence for operations at ORTIA, KSIA and CTIA; b)
Provide proof of appropriate airside vehicles and licenced operators for the full duration of the contract for airside operations at ORTIA, KSIA and CTIA; c)
Approved safety file per site will be required before work commences. Where required, permits per work package will be required (hot works etc)

15. OPERATIONAL REQUIREMENTS
Bidder will have to comply with the following: a)
Permits will be required per site per resource before work commences b)
Proof of valid airside insurance is required prior to work commences c)
ACSA standards and governance requirements to be followed at all times d)
The Bidder will be required to meet all ACSA-IT requirements for certification during the term of the contract, at its own cost e)
Office, parking and storage utilities will be rented from ACSA by the Bidder

16. OPERATIONAL REQUIREMENTS
ACSA are not obliged to rollout out the work packages as listed in Annexure1C b)
Proof of CIDB registration meeting the specified CIDB grading for the installation work may be requested at any time by ACSA. c)
The bidder will conduct an exhaustive inventory and status audit of all IT facilities power and cooling systems and provide a comprehensive audit report within sixty (60) days of the contract commencement date. This will be accompanied with a status report presentation to ACSA IT.

17. PRICING ASSUMPTIONS
Where distance is not provided for copper cable installations, quote for 90m per installation
Where distance is not provided for fibre installations, quote for 2 000m per installation
Where quoting for trenching, quote for 2 000m of hard-work trenching
