PERSONAL EXPERIENCE IN PARLIAMENT Personal observation - parliament’s focus on energy efficiency rather low Mobilised the Energy Committee on energy efficiency and facilitated a study visit; 2-day engagement with energy efficiency stakeholders After 4 years: Reviewal of National Energy Efficiency Strategy (NEES) 2016!!! Collaboration with NCPC in making submissions to the current public consultation on reviewal of NEES 2016

EXPERIENCE ON INDUSTRIAL ENERGY EFFICIENCY IN SA: OVERVIEW OF NCPC PROJECTS Pioneer companies just before 2005 National Energy Efficiency Strategy The initial phase of the IEE Project (2010 – 2015): mid-income homes could be electrified for one year with IEE Project savings 2 million tonnes CO2 mitigated $125M ( R1.7 billion) saved in energy costs Engaged 682 companies – large & SMME’s 70 case studies on various industrial sectors

EXPERIENCE ON INDUSTRIAL ENERGY EFFICIENCY IN SA: OVERVIEW OF NCPC PROJECTS SUCCESS STORIES OF NCPC IN IEE DURING 2016: Launch of water efficiency project – NCPC appropriate for the project  National Energy Efficiency Auditor qualification course approved, Skills Development and Energy Patron awards, etc...   Savings were realised in energy NCPC recognised & included as a key performance area by Department of Trade & Industry Expansion to SADC & global footprint especially Namibia & Mozambique Regional Sub Sahara Africa Champion & Leader Proposed inclusion of EE technologies in current reviewal of energy plans

EXPERIENCE ON INDUSTRIAL ENERGY EFFICIENCY IN SA: OVERVIEW OF NCPC PROJECTS TRAINING OUTCOMES: NCPC won best training provider award in public sector 2016 National Skills Summit From 100% international trainers to 100% SA trainers-2015 NOTE: Some training globally!!! From 9 to 156 experts vs target = 125 Gender mainstreaming = 42% were women Skills for Green jobs project with GIZ EEDSM Project: Partners with GIZ/SAGEN & DoE training of municipalities

EXPERIENCE ON INDUSTRIAL ENERGY EFFICIENCY IN SA OVERVIEW OF NCPC PROJECTS: QUALITATIVE OUTCOMES: Role of UNIDO, CSIR and NCPC-SA in driving success Fostered growth of a viable energy service sector in South Africa Pioneered focus change from component to system optimisation Promoted dialogue within sectors, industrial supply chains and equipment vendors Elevated the importance of behavioural change in driving and sustaining gains Created conditions for similar inspired Energy Efficiency Programmes in the country and the SADC region

EXTRACTS ON ASSESSMENT OF IEE PROJECT – PHASE 1 EFFECTIVENESS & IMPACT of THE IEE PROJECT - PHASE 1: An effective enabler of energy efficiency implementation Helped companies meet evolving regulatory requirements and informed government expectations regarding energy efficiency potential. Contributed significantly to adopting, promoting and implementing ISO Developed capacity needed to implement EnMS and ESO in industry Created a basis for the supply of credible training into the future. Facilitated CO2 emissions reduction and contributed to an enabling environment to deliver significantly greater savings

9 Strengthening and enhancing intra-governmental coordination

EXPERIENCE ON DIFFERENT TYPES OF FINANCING INSTRUMENTS AVAILABLE FOR INDUSTRIAL ENERGY EFFICIENCY Co-funded grants such as The Manufacturing Competitiveness Enhancement Programme (MCEP) Section 12L of the Income Tax Act though inadequate! SANEDI: 52 approved projects = energy saving 1.5TWh R1 government tax allowance leveraged R3.31 private sector investments Funding from national & international financial institutions Funding through Energy Services Companies (ESCO’s)

PRIMARY ROLE OF PRIVATE SECTOR IN DRIVING ENERGY EFFICIENCY The report of Impact Assessment and Final Evaluation of the Industrial Energy Efficiency Improvement in South Africa Project – Socio-economic Impact Study - March 2015; commissioned by UNIDO” Provides guide on how the private sector ought to drive IEE Serves as a motivation for the business community

12 Ensure integration of energy efficiency in:
OTHER ROLES OF PRIVATE SECTOR IN DRIVING ENERGY EFFICIENCY Ensure integration of energy efficiency in: ALL energy conferences and similar events Company policies, planning, budgeting, staffing and re-socialisation; Include in policies and programmes of business and/or industry organisations Active support and intensified participation in the implementation of the National Energy Efficiency Strategy 2016. Share consumption information to government to inform future improvements NOTE: Regulations Regarding Registration, Reporting on Energy Management and Submission of Energy Management Plans Regulations on the Mandatory Provision of Energy Data, 2012
