Ifremer is an EPIC: Public institute of an Industrial and Commercial nature. It is jointly supervised by the: Ministry of Higher Education and Research Ministry of Ecology, Sustainable Development and Energy Budget: 213 millions euros (80% from government) Staff: 1 479 Ifremer + 363 Genavir (fleet operator) + ca. 200 non permanent staffs, docs and post-docs Ifremer alone represents about 50 % of the national effort in marine sciences Institut Français de Recherche pour lExploitation de la MER French Research Institute for the Exploitation of the Sea

Objectives: The MERIFIC project will seek to advance the adoption of marine energy across the two regions of Cornwall and Finistère, and the island communities of le Parc Naturel Marin dIroise and the Isles of Scilly. Project partners work together to identify the specific opportunities and issues faced by peripheral and island communities in exploiting marine renewable energy resources with the aim of developing tool kits and resources for use by other similar communities. Activities: The project develops and delivers joint activities between the two regions and their island communities, looking at issues such as: Marine energy resource assessment/mapping; Policy issues and potential barriers to marine energy development; Business and commercial opportunities for island/mainland communities; Island/mainland interaction on appropriate infrastructure; Community and stakeholder engagement with key groups (e.g. fishing, wave farm developers, and investors). Pilot activities are targeted at the island communities of the Isles of Scilly (Cornwall) and Le Parc Naturel Marin dIroise (Finistère), with the aim of developing case studies and other deliverables that can help to inform the approach for similar island and peripheral communities. WP4 : Policy Issues 4.1 Policy and regulatory frameworks Politiques publiques et cadre réglementaire A questionnaire was addressed to a panel of french MRE stakeholders so as to assess their opinions on the policy and regulatory frameworks that can be applied to the development of MRE. Questionnaire delt with: Adaptation of public policy for the development of MRE National support instruments European support instruments Promotion of MRE and networking Call for tender procedures Regulatory frameworks Regional support Education and research ….. WP5 : Sustainable economic development 5.3 Skills development Développement de compétences Personnel with relevant skills is a key element in the supply chain as MRE are expected to create job opportunities accros a wide range of sectors. It is recommanded to improve the communication so as to increase the awareness on regional existing strengths in terms of training schemes and facilities to promote a sustainable economic development of MRE. Primary target audience : MRE stakeholders : Resource assessment and mapping

WP6 : Stakeholder Engagement Acceptabilité sociale et implication de la société civile Engaging stakeholders in the development of Renewable Marine energy projects need to take into account six key aspects : Start stakeholders engagement as early as possible Ensure that relevant information is made available to all stakeholders Develop a sound platform of exchange (going beyond minimal requirements) Illustrate as clearly as possible the potentential impacts and benefits of the project and generate realistic expectations Create direct opportunities for local bussinesses by linking them to the project from the conception to the production Financial participation to renewable Marine energy project from stakeholder to shareholder Resource assessment and mapping
