4 Portugal - support to SST
Mission: Provide operational SST services in the scope of a larger European SST, contributing to protect and secure EU investment in Space, mitigate threats in/from space, protect human activities on ground and at sea and support operations, in line with national strategies and policies. Priority: Join the SST consortium and have a full observation and data processing capability in place before the end of 2018 (IOC). Commonly agree on a medium term plan to achieve a SST FOC and upgrade national assets or install other ones (national or other). Flexibility: flexibility to adjust mid term technical options and the scheduling, having in mind the overall mission and priorities. Commitment: Since 2013 Portugal, through the Defense and Science Ministries and Regional Governments of Azores and Madeira have stated, on several occasions, the commitment to join and support the European SST programme. 5 Portugal - support to SST
Political framework: Defence is leading the national process Science has declared its full support, along with Reg. Gov. of Azores. Most recently, new ministries have demonstrated willingness to join this effort, namely, Infrastructures, Economy and Internal Affairs. The investments made in Azores (high concentration of space related infrastructures) and the unique location revealed the opportunity to create spacecraft launching base, to be implemented soon. The political and diplomatic relationship revealed the opportunity of new locations in remote places (Africa, South Atlantic, Indian Ocean). GeoStrategic : Portugal is the SW “door” to Europe. Portuguese Atlantic territories are unique geographic locations for SST, given the privileged atmospheric conditions of Madeira, free air space/traffic in Azores and wide coverage of the Atlantic gap. Defence related: Support to national and European Security and Defence operations (CSDP) and develop a Recognized Space Picture. Ministério da Defesa Nacional

6 What Europe (and the world) can benefit from PT
Geography: Contribute with adequate SST locations to cover the Atlantic gap and Western Europe. Azores. Unique location. Recent feasibility studies demonstrated the existence of good (not optimal!!) conditions optical sensors. Excellent location for radar. The 9 islands of Azores have been chosen to locate space assets: ESA tracking station (ESTRACK), Sentinel receiving station, CleanSeaNet (EMSA), Global Geodesic Observating System - RAEGE, Eastern North Atlantic-ARM(SW), Copernicus relay, GALILEO ground sensor station. Free air traffic and low density population Madeira. excellent atmospheric conditions for telescopes. International cooperation: Complementarity (not only for geographical reasons, but also technologically), long cooperation with USA in research programs (NATO facilities, Azores air base) and explore the AIR Center Capacity building: Benefiting from PT background in other space related programs (SKA, RAEGE, VLBI, SW, BMD) to improve the overall SST capacity Ministério da Defesa Nacional
