Content Discovery and Delivery (CD&D): Existing Content Staging Program (deployed worldwide) transitioning to CD&D Google Pilot providing Content Discovery Akamai Pilot providing Content Delivery Planned managed services buy after Milestone B SOA Foundation (SOAF): Early Capabilities Baseline established at DECC-Columbus, Ohio in September 2005) Available on NIPRnet and SIPRNet (capacity limited) Provides reference implementation for other DOD programs to learn along with DISA/NCES prior to future acquisition via service provider(s) Released Service Oriented Architecture Foundation (SOAF) Web Service Standards on 27 Dec 05 Defines current commercial standards for use including: Web Services, Mediation formats, Service Registry, Security, Messaging, etc. FirstResponders: NIPR MSE/GIG Gateway: NIPR DECC-Europe: 4

FedBizOpps Announcement Posted 27 Feb 06 for NCES Industry Day and Market Research Questionnaire NCES Industry Day held 10 Mar 06 to provide overview of NCES requirement for CD&D and SOAF managed services Inform Industry of our NCES vision and requirements Began a constructive dialog with industry to ensure that the goals of this acquisition are clearly understood and achievable Solicit industry inputs on issues and contracting strategy to make this a successful effort Draft RFPs May 2006 Final RFPs July 2006

To participate, please visit gesnew.dod.mil. If you follow the link on the left hand side to the NCES home, it contains information on the NCES program, and how to register to “Get Involved” with us! The DOD community can get involved by becoming a Pilot Participant: a Data Provider, a Service Provider, a Service Consumer, or an End User (details are in NCES Pilot Participants Guide); by being designated as an Early Adopter or by attending WIPT / Working Group meetings. Pilot participants and Early Adopters are integrating their services to utilize NCES Service Discovery and Service Security Our current participants include: NCCP Communities of Interest: (CoI) Intelligence, Surveillance, and Reconnaissance (ISR) Space Situational Awareness (SSA) Defense Strategic Integration Decision Environment (D-SIDE) Air Force: GCSS-AF SAF/XCI Rapid Acquisition Incentives for Net-Centricity (RAI-NC) Advanced Requirements Management (ARM) Project 81 Users Registered in NIPRNET Pilot Participant Workspace (7 Active Developers). Also 40 D-SIDE users on SIPRNET Our "best user representative" today is NCCP; we absolutely depend on NCCP (and JC2) to use the Core Enterprise Services when provided C2 users with Services such as UDOP. No formal agreements, we stay in synch via biweekly "brotherhood meetings.“ We’ve been working with the ISR COI and have worked to develop a project plan that highlights planned integration and demonstration activities. GE has been providing support to address questions related to PKI and Directory Services. There is a 22 November Enterprise Services Roundtable meeting at which the Early Adopter plan (for integration and demonstration with NCES) will be discussed. NCCP – actively integrating NCES Service Security and Service Discovery with NCCP C4ISR services– will reuse NCES service security software to provide authentication for NCCP services and will make services discoverable. Defense Strategic Integration Decision Environment (D-SIDE) - actively integrating their web services with NCES Service Security and Service Discovery Space Situational Awareness (SSA) CoI – Plan to share DSCS and GPS Situational Awareness information and use NCES Service Security and Service Discovery to support a pilot beginning in Dec 05 GCSS-AF – In coordination to integrate with NCES Service Security and Service Discovery and to become a service provider SAF/XCI – Established partnership with USAF CIO office as our central point of contact for USAF engagement as we investigate Pilot candidates Rapid Acquisition Incentives for Net-Centricity (RAI-NC) Advanced Requirements Management (ARM) Project – Posting information; OSD/AT&L (DUSD/Logistics sponsored with execution by US Army Logistics Center/Ft Lee funded effort to improve supply chain management by sharing information across DOD about upcoming procurement actions.

Summary NCES is essential to the Department’s ability to implement a network-based information environment that will meet the requirement for information superiority and decision superiority NCES will provide the core common utility services that Community of Interest capabilities developers will use in the development of mission applications NCES is soliciting feedback on current capabilities in order to refine capabilities for Increments I and II. NCES is the foundation for improved knowledge sharing and future knowledge creation 13
