9. POLL CLERKS
Welcome Voters and ask for ID (don’t ask for drivers license)
Primary function is record keeping and ballot control. INITIAL Ballots.
Have voters sign poll book
Assist Inspector with marking the poll books for absentee voters

10. JUDGES Swears in the Inspector
Assist voters with disabilities or voters unable to read or write (must fill out PRE-3)
Direct voters to open booths
Assist voters at the Eagle machine and answer questions
Check booths for supplies and unauthorized literature

11. INSPECTORS Serve as the main point of contact at the polling location
Responsible for ensuring clerks and judges perform their duties
Administers the oath to all workers
Can challenge and accept challenges
Announces the opening and closing of the polling location
Processes absentee voter lists with the assistance of the Clerks
Complete paperwork in the “Documents Folder”

12. Who’s Allowed in the Polling Place?
Voters casting ballots (and children under 18 with the voter)
Precinct election officials (inspector, judges, poll clerks…)
Deputy election commissioners, appointed by the County Election Board to administer official CEB business
Challengers, watchers, and poll book holders with credentials
An individual authorized to assist a voter in voting

13. Who’s Allowed in the Polling Place? … continued
A County Election Board member, acting on behalf of the board
A voting system mechanic, to repair a voting system, with credentials signed by the County Election Board
The county chairman or county vice-chairman of a political party with credentials signed by the County Election Board
The Secretary of State of Indiana, unless that person is a candidate for nomination or election to an office on the ballot that Election Day

14. Who’s NOT Allowed in the Polling Place
The people listed below are NOT authorized to be in the polling place or the chute simply as the result of their status in the listed positions
A precinct committeeman of a political party
A party volunteer
An elected official (other than the Secretary of State)
NOTE: Often, volunteers hold multiple positions—if they have credentials for one of the positions listed on the previous page they are okay, but not if they ONLY hold one of the positions above

15. PHOTO ID LAW Ask for Photo ID (not driver’s license)
Voter’s photo must be displayed on the ID
Voter’s name on the ID must conform to the name on the poll book
Expiration date (current or expired after the date of the last General Election; an INDEF expiration date is acceptable for a military or veterans ID; a military or veterans ID with no expiration date indicated is also acceptable)
Issued by the State of Indiana or the US government
Poll worker should NOT be checking for address

16. PHOTO ID “Conform” Example
The voter’s name on the Photo ID must conform to the name on the voter registration record
People commonly use nicknames, middle names, and initials as a substitute for their given first name

17. FAIL SAFE PROCEDURES
Call the County Election Board for potential Certificates of Error
If the voter’s name is not on the poll book due to a county error
Use the VRG-4/12 Form
If the voter has moved outside of the precinct but in the same county and congressional district, they may vote in their previous precinct. No provisional ballot.

NO ONE is ever turned away from the polls without being offered a provisional ballot
The process begins by filling out the PRE-4 Challenge Form, stating why the voter is unable to cast a regular ballot
The Challenged Voter then completes the Affidavit of A Challenged Voter
The voter is then issued a provisional ballot
The voter then casts their ballot, places the ballot in the PRO-2 Security Envelope and returns the ballot to the Inspector
The voter is given a PRO-9 letter with instructions for the voter

Lowest numbered precinct sets up their Eagle to open polls
ALL Ballots can be fed into ONE machine at a polling location.
Ballots do NOT have to be separated by precinct when securing them into the Black Ballot Bags at the end of the night.
Each precinct will have their own Eagle “blue tub” that contains the ballots for their precinct. Only 1 Eagle voting machine per location. No “spare” voting machines on site.

22. Absentee Ballot CENTRAL COUNT
Ballots remain at the Courthouse for counting
Poll books are mark at the Precinct from absentee voter list
Challenges can happen at the polling location
Absentee Results will be available at the courthouse.

23. POLL BOOK UPDATES Voter can NOT vote again. Ballot received.
The Absentee Ballot status has been updated in the poll book with three new abbreviations.
ABS-RE = Absentee ballot RECEIVED
Voter can NOT vote again. Ballot received.
ABS-IS = Absentee ballot ISSUED
Voter can vote a regular ballot after completing the PRE-5 (new in 2015)

24. Absentee Voter List Process
Inspector and Clerks, after opening the polls you will process the Absentee Voter Lists.
Notify any challenger or poll book holder that you are about to process the Absentee Voter Lists.
Absentee Voter Lists will be in their own envelope with instructions for each on the front.

25. Absentee Voter List Process
The Voter’s name is in the poll book and the Voter has NOT voted at the polls. Write “ABS-RE” in signature area

26. Absentee Voter List Process
The Voter’s signature appears in the poll book. That means the voter has already cast a ballot at the polls.
Write “VOTED AT THE POLLS” on the Absentee Ballot Activity Report.
