Assessment of the influence of state roads on road safety is carried out to complete strategic comparative analysis of the impact of a new road or reconstruction of the existing road on road safety Assessment of the influence of state roads on road safety is carried out by Ministry of Transport and Maritime Affairs M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union

Chapter 14: Transport policy TRANSPOSITION Procedures for achieving road safety Road safety audit (RSA) Mandatory RSA for infrastructure projects in all phases of design, from planning to start operation times (exploatation) for the new road, or for reconstruction and capital maintenance, of the main road infrastructure (highway, magistral, regional roads) RSA can be done only by independent certified auditors Ministry of Transpot and Maritime Affairs performs certification of auditors The Auditor reports to Investor about the safety measures If the proposed safety measures are not applicable, Investor informs the Ministry-control body, with an explanation M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union

TRANSPOSITION Procedures for achieving road safety Ranking and management of state roads in relation to road safety This is the procedure that defines, analyzes and ranks the road sections which are more then tree years in exploatation, with lot of accidents with tragic consequences This procedure can be performed by legal entities with the EURO RAP license Ranking and management of state roads in relation to road safety can be done on the basis of : number of accidents on road section (Risk Maping) technical caracteristics of road section (Star Rating) M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union

Chapter 14: Transport policy TRANSPOSITION Procedures for achieving road safety Road safety Inspection (RSI) Mandatory RSI for all main road infrastructure in exploatation (highway, magistral, regional roads) RSI can be done only by the independent certified inspectors (State Inspectors for roads) Order to remove defects on the road section or road objects which are or may be affected road safety M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union

12 IMPLEMENTATION Pilot Project in cooperation with SEETO
Chapter 14: Transport policy IMPLEMENTATION Pilot Project in cooperation with SEETO RSA - The audited project contains the rehabilitation of the national highway M2, section km km RSI - The inspected road section is a through road (M2) near by the village Trmanje, from km km The National Highway (road first class/“magistralni put”) M2 is one of the most important highways in Montenegro. The road is part of the European Road Network (E 65/E 80). Audit and Inspection Team Leader: Dipl.-Eng. IMPLEMENTATION Pilot Project of Risk Maping number of accidents on road section Ministry of Transport and Maritime Affairs with Ministry of interior made Pilot Project of Risk Maping on all main roads in Montenegro Result of this Project is Program of resolving the critical points on the main roads with measure M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union
