1 Integrating Diploma in Engineering Courses with National Qualification Framework: A New Approach of Quality Assurance Through Duel Certification Welcome Md. Shah Alam Majumder, PhD Specialist(Course Accreditation) NTVQF cell Bangladesh Technical Education Board

2 Trends of Workforce Recruitment Strategies in the world of Work
Academic Qualifications and Skills Certification plus Continuous Skills Level up-gradation (Degrees and Diplomas plus NSC and Next Step Higher Skills Level ) Sustainable Work ready flexible workforce Work ready flexible workforce Combined Academic Qualifications and Skills Certification (Degree/Diploma plus NSC) Good practitioners but poor at adapting to new environments Skills certification without Minimum Academic Qualification Better theoretical concept but poor practitioners Academic Qualifications (Degrees & Diplomas)

3 Employers Involvement
Bridging Supply and Demand Side Stakeholders After the formation of NSDC and NTVQF for assuring Quality TVET in BD BTEB TO of DTE Private TO/TP TO of BMET TO of Other Ministries NSDC ISC Employers Involvement Demand Bridging and Controlling Process and Supply

5 Why and How Dual Certification Become Reality
As Quality of diploma in engineering (DE) education in Bangladesh anguished by identified issues and As Article of the NSDP and Table 3, BTEB has been entrusted with the responsibility for the implementation of the NTVQF with the support of the NSDCS, ISCs and TVET providers and As article 5.6 and 5.7 of NSDP-2011 suggested to Introduce Dual Certification and As the Authority is facing challenges to Transform the whole System to NTVQF Dual Certification can be one of the way of quality assurance by embedding Course Accreditation Document(CAD) and ensuring Quality Assurance Manual(QAM) for registering the institutes, implementing PBL and CBA without annoying the existing living inputs. So BTEB translated and tuned the existing DE course of Computer Technology up to NTVQF level-6 Prepared CS and CAD involving NSDC and ISC Started Piloting from current session ( ) in 15 Polytechnics for Computer Technology

6 Features and Factors of translating & tuning DCT to NTVQF
The Practical Subject directly related to Occupation of existing Diploma in Computer Engineering course are translated & tuned to NTVQF so that a student can achieve dual certificates both for academic qualification as well as Skills qualification simultaneously from polytechnics The subject which are not directly related with any occupation or have no practical class, Suggested to align in modular form (performance based/ outcome oriented ). NTVQF level and competencies of existing occupations in IT sector (IT support, Graphic design and web design) are combined, rearranged, re-sequenced and re-clustered for aligning with DE courses. GO and SO of each Technology related subject (practical part) are translated & tuned to UoC, competency elements and performance criteria so that it can be assessed in CBT&A mode.

14 General issue and challenges to translate & implement the system
Select a suitable type of course format (Subjective/Modular/Hybrid ) Way of setting competencies and occupations against traditional technical subjects Clustering of the competencies for a occupation against the traditional subjects Matching and relating the Non-tech, relative engineering and soft skill subjects to the competencies as well as occupations in CBT&A system Setting and Mapping the occupations in different levels Determining the number of possible achievable occupation within the nationally settled time frame. Determining Minimum number of occupation & levels required to achieve the diploma in Engineering or it’s equivalent certificate. Delivery & assessment strategies for implementing NTVQF in CBT&A mode Policies and legislations requirement to transform traditional courses to NTVQF Promoting the NTVQ graduates for placement in Decent jobs Pathway of further/ higher education for the NTVQ graduate

15 Changes in Existing course
Existing new(2016) DE Course structure have slightly modified without changing its original feature & objectives. Existing Occupations like Graphic Design have 5 level but after Tuning it was accommodate in 2 level incorporating and covering all existing competencies in GD occupation. The competencies are re-clustered for different level of each occupation. Existing competencies of each Competency Standard have been incorporated against the related subjects and new demand competencies are append according to the suggestion of CS development team Some subject name changes by adding internationally accepted realistic word and modular feature for core subject. Tentative competencies are mapped against the subjects those have no relevant existing occupations and competencies but can not use due to relation with other technology .

16 Option to choose subjects in 6th and 7th semester
1 Network Maintenance Elective-I Network & Data Center Operation Elective-II Network & Cyber Security Management 2 Software Developer Web Mastering Advanced Database Management System 3 Multimedia Developer Computer Graphics & Animation Design Game Development 4 Social Media Marketing Social Media Techniques 5 Automation System Embadded System Design PLC Automation System

17 8th Semester Industrial Attachment & Graduation Project (Suggested) SN
SC Name of the Subject T P C Marks Theory Practical Total CA FE 1 Attachment in Industry - 12 300 600 Graduation Project

18 Delivery & Assessment System
Delivery system included : Non Occupational theory and practical Subjects in traditional way but Occupational related Subject in Performance Based Learning mode Assessment system was proposed with 3 options : Theory part as usual and practical part in CBT&A mode? or Both theory & practical assessment in traditional way and separate test for NTVQF assessment in CBT&A System? (Approved ) Complete assessment in CBT&A mode?

19 Condition for awarding Diploma in Engineering certificate was proposed as
For acquiring an Diploma in Engineering or it’s equivalent certificate, one must be certified in all occupations up to level 4, at least in three occupations up to level 5 and at least in two occupations up to level 6 including statement of achievement (SOA) in all management & supervision competencies. Approved Condition for awarding Dual Certificate with very much Flexible and relaxing mode of Implementation Students of Diploma in Computer Technology will be certified at least one level of an occupation per semester and advise to complete all available levels of that selected occupation. One can be certified to other occupations .The benefits of certifications will given to all certified students through replacing the achieved traditional Grade by A+ for the occupation related subject(s) All ready 172 students are certified in the occupation of Computer operation (level-1) for 1st semester under piloting in 15 polytechnics.

20 Immediate Challenges :
Implement and assess in more than 500 centers simultaneously Motivate as well as trained more then 1000 teachers for the new system Determining the assessment fee and support system for assessment Certify more than 1000 teachers to both skills and CBT&A level-4 qualifications Train and certify more than 400 assessors from different geographical areas. Reformation of the course structure (rearrange, re-sequence, renaming and combining the Subject and Competencies) Changing / Incorporating the system in Probidhan

21 Recommendation Translate and Tune Other courses from Basic Trade to Diploma Level as mentioned in article 5.6 and 5.7 of NSDP-2011 for assuring quality of TVET and promote NTVQF beside traditional TVET system based on the Experience of Piloting
