CONSTITUTION A constitution is a set of fundamental principles, Governance documents according to which organization is governed. BYLAWS Bylaws are rules by an organization to regulate itself. These documents provides the structure for RI’s policies & procedures.

CONSTITUTIONAL DOCUMENTS
The Rotary International Constitutional documents provide club & districts the foundation for RI’s policies & procedures. Constitution of Rotary International. Bylaws of Rotary International. Standard Rotary Club Constitution. All clubs admitted to Rotary membership must adopt this constitution. Recommended Rotary Club Bylaws. Club can tailor these bylaws, as long as their changes align with Rotary constitutional documents & the Rotary code of policies.

CONSTITUTION & BYLAWS Club constitution gives information regarding object of Rotary, Five avenue of service, meeting & membership principle, classification, attendance, committees etc. Club Bylaws deals with board, election of officers, duties of officers, dues, finances etc.

AMENDMENT STANDARD ROTARY CLUB CONSTITUTION :
Only article 2 [name], article 4 [ locality of club ] shall be amended at any regular meeting. Quorum being present with two-thirds of voting. Notice of such proposed amendment should be given to each member & governor at least 10 days before such meeting.

RECOMMENDED ROTARY CLUB BYLAWS :
AMENDMENT RECOMMENDED ROTARY CLUB BYLAWS : These Bylaws may be amended at any regular club meeting. Changing the club bylaws requires sending written notice to each member 10 days before the meeting, having a quorum present for the vote, & having two – thirds of the votes support the change. Changes to these bylaws must be consistent with the standard Rotary Club Constitution, the RI Constitution & Bylaws, & the Rotary Code of Policies.

COL 2016 – Important Changes
Per capita dues increased by $ 4 each year from RY till RY Rotractors can join a Rotary Club. No distinction between e-clubs & traditional clubs. Treasurer is now a Board member.

Minutes of Board meetings to be given to members within 60 days. Clubs need to meet at least twice a month.

COL 2016 – Flexibility to Clubs
Change your meeting schedule : Meeting days, time & frequency, ensure twice a month. Vary your meeting format : Meet in person, online, or a combination. Relax attendance requirements : Ease attendance requirements & encourage members to participate in other ways. Invite Rotractors : Invite Rotractors to join your club while remaining members of their Rotaract Clubs.

Council On Legislation?
Meets every three years Each District is represented by one individual, & has one vote on each of the proposed legislation Proposed changes are submitted by: Clubs; Districts; RI General Council or Conference of RIBI; & The RI Board

The Council on Resolutions meets online every year to consider resolutions & recommendations to the RI Board.

Deadline to submit proposals to Dist 3141 Council Representative: 1st May, 2017 Deadline to submit to Council Secretariat: 30th June, 2017

PROPOSED ENACTMENTS : Seek to amend constitutional documents. May be proposed by a club, a District Conference, the general council or conference of RIBI, the COL & the board.

PROCESS Clubs debate & pass legislation in club board, which is affirmed in regular meeting with due notice. Club forwards the resolution / enactment to Dist. COL Representative for further action.
