1 Faecal Sludge and Septage Management in Urban Local Bodies
Municipal Administration and Water Supply Department Government of TamilNadu

2 Urbanization in Tamil Nadu
Tamil Nadu - one of the most urbanized states in India TN Population : 72 million (2011) Urban population : 35 million (48%) Total no. Of ULB : 664 City Municipal Corporations : 12 Municipalities : 124 Town Panchayats : 528

3 Existing scenario in Tamil Nadu
Net work (UGSS) Non Network Completed - 31 Faecal Sludge collection from Septic tank through tanker Lorries and Disposal Ongoing - 25 Proposed - 16 Installed Capacity : MLD Utilization : Average 58% House Service Connection:413199Nos.(Previous Year: Nos.) A target of effecting 2.00Lakh Numbers of HSCs has been fixed for the current financial year

4 Need for Faecal Sludge/Septage Management (FSM)
Pollution of Ground water due to un planned disposal of de-sludge. Disposal of untreated waste water into water bodies resulting into faecal contamination No standardization of practises. Virtually all poor people use on-site sanitation or have no access to improved sanitation Moreover, households have invested already in septic tanks Septic tanks are not cleaned regularly and drain out into the open storm water drains. In cases where septic tanks do not exist, the faecal matter is let out into the drains, Nallahs etc., leading to direct contamination.

5 Need for Faecal Sludge/Septage Management (FSM)
Inadequate formalized de-sludging services Legal Framework Smaller ULBs like Grade II Municipalities and Town Panchayats do not have the capacity to create and manage assets for treatment of liquid waste as these involve large investment and long gestation periods & under utilization of STP. Recognizing the need to provide guidelines and regulations to manage faecal sludge in non-networked areas. TamilNadu has issued Septage Management guidelines in the year 2014

6 Septage Management Operative Guidelines

7 Strategy The strategy of the State is to provide conventional Under Ground Sewerage System in the area with high population density and septage management in area with low population density Those conventional Under Ground Sewerage System and Septage Management are run parallelly in ULBs, the former in high density area and the later in low density area.

8 Salient Features Design & Construction of Septic Tanks
Septic Tank Pumping & De-Sludging Septage Transportation Treatment & Septage Disposal Fees/Charges for Collection, Transportation & Treatment Information Education & Communication Record Keeping & Reporting (MIS)

9 Design and Construction of Septic Tanks
Evaluate existing septic tank designs Survey of insanitary latrines Converting them into sanitary latrines Conversion of septic tanks into standard septic tanks as per CPHEEO norms Out of Nos. of Insanitary latrines, have been converted as sanitary latrines in the last 2years.

10 Converted Insanitary latrines connected to UGSS

11 Converted Insanitary latrines connected to septic tank

12 Converted Insanitary latrines as Sanitary latrine

13 Pumping and De-Sludging
Periodic De-Sludging of septic tank. Collection system for cluster Local Bodies

14 Tiruchirapalli Corporation – De-Sludging operation - By Using Corporation Lorry
- By Using Private Lorry

15 Pumping and De-Sludging
Number of Clusters – 30 Number of ULBs Covered Corporations : 8 Municipalities : 17 Town Panchayats : 30 Panchayat Unions : 55

16 Example Clusters Thanjavur Dindigul Agaram Thadikombu Coimbatore

21 Decanting arrangement provided at STP in Namakkal Municipality

22 Information, Education and Communication
ULB Staff Commissioners, Executive officers, Engineers, Health Officers, Sanitary Inspectors, Sanitary Workers Trained in safe & best practices Regular training on collection & disposal Periodic inspections Quality safety standards Residents Residents Welfare Associations, Community Organizers, Self Help Group, General Public Health hazards associated with septage Illegal dumping Illegal discharge Procedures & facilities available for safe disposal Operators Septage Transporters / Private Vendors Safety norms for operation Safe collection and transportation Vehicle Design De-Sludging Use of safety gears & safe disposal

23 Fees/Charges for De-Sludging, Transportation & Treatment
Fees for De-Sludging to be collected from residents. Transport charges should be determined based on market rates. For treatment, the on-going rate of Rs can be charged for 9000 liters of waste collected. Periodic revisions for the charges to be effected based on revisions in costs involved.

24 Record Keeping & MIS Information Related to Septage Generation
Insanitary Latrines Septic Tanks Disposal Vehicle Tracking with GIS Web and Mobile Applications

25 Plan of Action

26 Salient Features of Draft Bye-Laws
Designed as a template for ULBs to adopt and enact Covers various aspects of the Septage Management Salient Features Responsibility of the residents Conversion to Sanitary Latrines Maintain Septic Tanks Allow inspections at reasonable times Responsibility of ULBs Undertake survey and inspections Issue notices Implement and Supervise implementation of the bye-laws Conduct IEC campaigns Undertake investigations and levy penalties

27 Salient Features of Draft Bye-Laws
Selection & Responsibilities of Operators As per Tender Transparency Act Operators to comply with all applicable legislations Not transport industrial waste Employ only trained personnel Responsible for safe disposal of septage at specified locations Penalties & Appeals Owner / Occupier: Rs. 5,000 in the first instance, upto 25,000 Operator: Rs. 50,000 and upto Rs. 2,00,000 | Cancellation of License ULB to constitute an Appelate body Right to appeal within 30 days Standard Formats provided for Licenses to be issued

28 Way Forward Micro Level Planning Capacity Building
CSP Pilot Execution Capacity Building ULB Staff Operators Customizing IEC Program

29 Government have issued operative guidelines for implementation of Septage Management in Urban Local bodies vide GO.MS No 108 MA&WS dept (MA3) dated MOC Signed with Bill and Melinda Gates foundation(BMGF) on BMGF will support Government of Tamilnadu for total sanitation.

30 Appointment of TSU to provide support for improved sanitation through the following program components that will be implemented at the State level and in at least two cities. Improved enabling environment and governance: Engineering and Planning: Implementation Support: Behaviour Change and Communication: Enterprise Development: Capacity Building and Training: Knowledge Management: Monitoring, Learning and Evaluation

31 Septage Management Improvement Plans and Strategy
Draft Recommendations for changes in building rules. Draft framework for pilots in three Urban Locations for improved de-sludging and safe disposal. Identification of Vulnerable areas in respect of ground water Treatment of Grey water and safe disposal. Waste stabilization ponds study (Trichy) Behaviour change and Communication.

32 As a pilot project, the following Urban Local bodies have been identified to implement the Septage Management. 1. Karunkuzhi Town Panchayat along with Madhuranthagam Municipality in Kancheepuram District. Work order issued on Leveling work under progress. 2. Periyanaickenpalayam and Narasimmannaickenpalayam Town Panchayats 3. Trichy Corporation (uncovered area of the UGSS).
