Introduction Myanmar has become one of the member states of International Atomic Energy Agency ( IAEA ) in 1957 and Regional Co-operative Agreement (RCA) in 1994. Division of Atomic Energy (DAE) was now included in Department of Technology Promotion and Coordination under Ministry of Education in 2016 to carry out research, development and training in the field of atomic energy and to ensure the safety of radiation sources and protection from nuclear radiation hazards.

Introduction (Cont’d )
Division of Atomic Energy (DAE) under Ministry of Education acts as the Regulatory Body under Atomic Energy Law and is responsible for all aspects of control, security and safe management of radioactive materials used in Myanmar. DWWMA 10/11/2015

License Procedures for Radiation Apparatus and Radioactive Sources
License Procedures for Radiation Apparatus and Radioactive Sources have prepared for medical and industry sectors. All new radioactive sources and Radiation Apparatus imported to Myanmar are taken the Prior Permission first. Normally, we issued the prior permission, registration, used license and re-export license. If facility is compliance with requirements of license procedures, the facility approved and issued for one year. So we have many inspection records according to state and division. Also we have records yearly like…prior permission, registration, used license and re- export license. DWWMA 10/11/2015

History of RAIS in Myanmar
Version 1.0 Version 2.0 Version 2.3 Version 3.0 Version 3.3 1998 1999 2003 2004 2015 Started RAIS in 1998 with version 1.0. In 1999, IAEA upgrade to version 2.0, we transfer our data from version 1.0 to 2.0 smoothly. After that , in 2003 IAEA upgrade again version 2.0 to version 2.3, could not do data transfer link. Contact to IAEA and asked how to transfer our data. IAEA replied to me the process for data transferring. But could not do. Also, we could not transfer to version 3.0. Then stop to entry data to RAIS. IAEA replied me , you back up your Data first and then you do forward end .After that you do the data transfer link. But we could not do. Finally, IAEA said, you call the mission. Then we stop to entry data to RAIS. Establishing a Register of Radiation Sources Based on the RAIS. At that time my staffs attended .

RAIS provides Maintaining registries and records of regulatory data; Managing regulatory information; Managing regulatory activities;
12
Scope of RAIS RAIS is a comprehensive system covering, by default, all of the main areas of the regulatory framework: National regulatory infrastructure information; Facilities and departments; Radiation sources and associated equipment; Authorization; Inspection; Enforcement; Workers; Radiation events; Technical services.
13
All of my staffs participated in this workshop.
IAEA Workshop on Establishing a Register of Radiation Sources Based on the Regulatory Authority Information System in Myanmar. 23 June to 27 June 2014 In 23 June to 27 June 2014, have IAEA workshop on Establishing a Register of Radiation Sources Based on the Regulatory Authority Information System in Myanmar. (Nay Pyi Taw) All of my staffs participated in this workshop. Also Cambodia, Lao, Nepal and Vietnam attended this workshop. IAEA Experts Mr. Harsam Suman gave the lectures and Explained about the RAIS. The two staffs from Occupational and Medical Exposure Control Unit attended on Advanced Course for RAIS in Mongolia on Nov

Using the data inventory of Radioactive Sources and Radiation Apparatus
Use IP-Link for Server and client computers. The software used RAIS (Regulatory Authority Information System) version 3.3 which is a tool being developed by IAEA for Regulatory Authorities Collect the list of the private clinics, hospitals and industries with the help of their relevant Ministries. All radioactive sources are registered and license is issued by DAE with authorization by Ministry of Education.
19
Facilities/ Activities and Radiation Sources Registry
By using the RAIS 3.3, we received information are as follows: Actively used facilities by practices according to medical and industry in Myanmar. The type of radiation generators, seal sources and unseal sources which are using facilities in Myanmar. Existing radioactive sources, imported and exported radioactive sources, disused of radioactive sources and spent radioactive sources in Myanmar.

The Atomic Energy Law No. 8/98 on 8 June 1998
Nuclear Safety Law (Draft) has 215 sections and organized into 15 chapters. To be comprehensive, Chapters are divided by subject matter category to enable stakeholders to efficiently reference those parts of the law. Drafting of related regulations are in progress.

Challenges - need to recruit young people for having well-trained persons; - need to study more on licensing and Registration process of harmonization to other Regional countries; - need to develop for Management System; - need to improve authorization, inspection and enforcement; - need to promulgate new Law. - need to finish regulation. Conclusion Myanmar does not have nuclear reactors and their related activities. At the present time, there is no radioisotope production facility in Myanmar. Therefore, radioisotopes are still imported from other countries. Spent radioisotopes from medical and industrial sectors are sent back to the country of origin. Thus, safety problem related to spent radioisotopes and radioactive waste in Myanmar is very low. Accidents/incidents involving radiological and radioactive sources have not been occurred in our country so far. The arrangements for mitigation actions have not been made yet.
32
Conclusion(Cont’d) We are continuing for inventory of radioactive sources, radiation apparatus and their users in the whole country. We are interested to promote in data base program to input according to IAEA Rules and Regulations. Likewise, being a developing country Myanmar has really needs. Cooperation among Ministries and Private Institutions are important because Radiation protection and safety for radiation workers and public is everybody’s concern. DAE is serving and carrying out its responsibilities at maximum capacity.
