Accelerator costs defined by Costbook (CB) V 5.0 as of price basis 2005 In total 382 M€ Experiment baseline experiment funding: 78 M€ Civil Construction cash contributions to civil construction (400 M€) + add. Site dep. costs 75 % Germany, 25 % other FAIR Member States Site dependent cost 95 M€ (2/3 BMBF, 1/3 Hessen) Personnel accelerator coordination personnel accounted for in Costbook (1440 FTE) over construction period 400 FTE for FAIR GmbH over 8 years period + personnel for site & buildings In total equivalent to150 M€ (German in kind contribution) & FAIR GmbH running cost 17 M€

FAIR In-Kind Contribution Rules
For an in-kind contribution the amount to be taken into account as a part of the total contribution by a Shareholder to the construction costs (as recorded in the Convention), associated with items to be delivered under the contract with the Shareholder, shall be based on the price 1st of January 2005 of such items as established in the latest version of the cost book. Any price variations of these items are the joint risk of the Contracting Party and the Shareholder, subject to the conditions specified in the Technical Documents 5 to the Convention.

FAIR Cash Contribution Rules
For a cash contribution the amount to be taken into account as a part of the total contribution by a Shareholder to the construction costs (as recorded in the Convention) shall be subject to indexation with reference to 1st of January 2005, using the annual EU inflation index for industrial manufactured goods (EUROSTAT). In practical terms such cash contribution shall be accordingly adjusted at the time of payment.

Roles and Responsibilities in the Project
FAIR is owner of the project and is responsible for the successful design, construction, commissioning and operation of the FAIR facility. FAIR controls the strategy, the policy and the implementation of the project, and draws up and executes its scientific programme. FAIR recognises the expertise of GSI in the field of heavy ion accelerators and GSI’s proven practice of close international collaboration with other research organizations in the construction of particle accelerators. Therefore, FAIR and GSI enter into a close collaboration in the construction, the commissioning and the operation of the FAIR facility. FAIR shall act as the principal, and GSI shall act as an agent with operative tasks.

GSI staff will contribute to FAIR share relevant through the technical follow-up of the FAIR accelerator components compiling specs and standards follow-up of in-kind contributions follow-up of procured components monitoring, controlling of Milestones and Deliverables monitoring, controlling of installations monitoring, controlling of commissioning w/o beam S. Richter

Focus on In-Kind Contract and Specifications
A set of specifications describes the contractual framework, the functional requirements, the shipping and assembly definitions and the acceptance criteria. The set of specifications is based on the FAIR Convention and the Tech. Doc. 4 Contract Contractual and legal conditions for each In-Kind Contribution General Specifications (GS) Technical Specifications and requirements which are valid for all FAIR accelerators. Common Specifications (CS) Technical Specifications and requirements which are valid for a Technical System (like Common Remarks for RF Systems, Common Remarks for Magnets, Normal Conducting) Functional Specifications (EF) Detailed and individual specifications and requirements for each Accelerator Attachments, related documents Contract GS Common Speci-fications Functional Specifications Attached and related documents like TDRs, Parameter Lists, Standards, AGBs etc.
