2 Why Adult Literacy? According to UNESCO: 37% of world’s adult non-literates. Census 2011: literacy rate is 74.04% (male: 82.14% and female: 65.46%) No Government Program for Adult Non-Literates in urban areas Relating to the 3rd bullet point- inform participants that the Govts, Sakshar Bharat Scheme is for adult non-literates in select rural areas where female adult literacy is below 50%

3 What is the Adult Literacy program?
Impart functional literacy to non-literate adults (15+ age) in urban and rural areas. Impart skill development training to literate adults.

5 who is a Literate adult? A literate adult is one who can:
Read aloud at a speed of 30 words per minute Read and understand road signs, posters and news papers Understand and copy 7 words per minute Take dictation at the speed of 7 words per minute Read and write numbers from 1 to 100 Perform simple arithmetic calculations Source: National Literacy Mission Authority (NLMA), Government of India

6 What are the TWO approaches?
DIKSHA involving Student-volunteers as teachers SWABHIMAAN – Dignity Through Education involving group classes in Adult Literacy Centres either by Clubs or by NGOs identified by Clubs and/or RILMO)

7 How can a club implement diksha?
Appoint a Program-Coordinator (P.C.) Identify a School Obtain consent for participation by signing of School Commitment form (Form No. DK 1.1) School Coordinator appointed, who submits names of interested student volunteers to Program Coordinator

8 CONTINUED.. Program Coordinator orients School Coordinator and Student Volunteer Student teaches adult learner days, minimum 45 minutes per day with RILM primer- DISHA. Student Volunteer identifies adult learner and registers online through the Volunteer Registration form (as in format Form No. DK 3.1) 

9 CONTINUED.. Program Coordinator and School Coordinator coordinate NIOS Examination for learners in March or August. Program Coordinator ensures certification of learners, Student Volunteer, School Coordinator and school principal. Program Coordinator submits Program Coordinator Project Completion Report (DK 6.1) online.

11 How TO MONITOR DIKSHA? Program Coordinator coordinates monthly with School Coordinator to ensure the project is on track At the end of 3 months, Program Coordinator to conduct a Focussed Group Discussion with Student Volunteers to get feedback about the project In the FGD, the P.C. will ensure that all the S.V. should upload their scrapbooks on the RILM website.

12 HOW CAN A CLUB IMPLEMENT SWABHIMAAN WITHOUT RILM GRANT?
Identify non-literate adults in an area having low literacy, (survey format SC 1.1.) Prepare a budget for the project Appoint a teacher and set up an Adult Literacy Centre Upload data of identified learners online (format SC 2.1)

13 CONTINUED.. Ensure learners appear in NIOS Examination in March/August
5. Classes for hours/day per batch for 4 months Ensure learners appear in NIOS Examination in March/August Ensure Certification of successful learners, other beneficiaries and teacher. Upload project details (Project Reports) along with good quality pictures on RILM website

15 How can A CLUB monitor a SWABHIMAAN PROJECT?
Use Centre Monitoring Form SC 3.1 ( available at Report and Evaluations tab) during regular monitoring visits. Conduct a FGD with teacher and learners to get feedback about the project and assess the progress of the learner. These visits will help to ensure proper implementation of the project, regularity of classes and address issues, if any.

16 How can a club do a grant-linked project?
RILM Grant is available to Clubs only when funds are available for E-learning from Corporates “Project Offer” notification flashes on TEACH App and website Confirm commitment to Project Offer online Fill grant application online ( website Member Zone Grant tab) by identifying non-literate adults and obtaining other relevant information

17 CONTINUED.. Receive in-principle approval to grant application from RILMO to start implementing District and/ or Club signs MoU with RILM Donate the contribution to RILM, if any, after the Grant is approved. Follow through action points 3 to 9 mentioned in section “How Can a Club implement Swabhimaan without RILM Grant?”

18 HOW ARE EXAMS CONDUCTED?
60 days before NIOS Exam, Club registers adult learners on RILM website RILM sends collated national data of registered learners to NIOS NIOS sends question papers &answer booklets 4. Club supervises exam and evaluates answer sheets

Club uploads evaluation data on website sends hard copy answer booklets to RILMO RILM collates national data received from Clubs and submits to RILM NIOS reviews examination data and sends certificates of successful learners to RILM RILM sends the certificates to the respective Clubs

21 HOW is SWABHIMAAN IMPLEMENTED BY NGOs?
Proposals invited NGOs Desk Appraisal of Proposals to shortlist NGOs A field appraisal of first list of NGOs NCM approval of NGO required before signing of MoU 5. NGO starts Swabhimaan Centres as per MoU

Primer developed by RILM in all regional languages- by ordering toolkits online from RILM Primer developed by the State Resource Centre in all regional languages- by approaching SRC directly with letter of understanding between NLMA and RILM Freeware developed by TCS called Computer Based Functional Literacy (CBFL) in all regional languages- by acquiring directly or routing request through RILM Forms on website for helping in implementation
