Constraining costs Some publishers make up a large percentage of the total amount that HEIs pay for major Jisc Collections deals. 40% of the total amount paid in 2014 was to Elsevier. Top 6 publishers account for 81% of expenditure Source: Jisc Collections 07/12/2015 Introduction to Jisc Collections
14
Impact of price increases
This chart shows what a 1% increase in the cost of a journal deal would mean for different publishers to the consortium as a whole. Successfully negotiating for a 1% price cap would bring large savings to the consortium. label = no. of titles in deal Source: Jisc Collections
15
Negotiations on the cost of open access
Priorities for negotiations on the combined cost of subscriptions and OA: Cost efficiency - minimise/remove additional costs to institution Compliance - help/enable institutions to comply with funder policies regardless of whether they are choosing gold or green Administrative efficiency - minimise the burden on institutions of implementing and managing OA payment schemes Transition - implementing schemes that facilitate a real and sustainable transition to open access 07/12/2015 Introduction to Jisc Collections
16
Why is this important? The growth in APC payments has continued to rise year on year, with 2014 seeing 2.7x more expenditure than Even removing a high-spending outlier, the increase was 2x. Trend for 2015 indicates a slower rate of growth, but still 40-50% for most institutions Collecting the information is a challenge, Jisc services in this area are improving the capacity of the sector and indeed Jisc to track spend and make rational decisions about what to spend, what to negotiate, where to spend it. So currently Jisc, globally has taken the lead in collecting this information, and Jisc’s activity is actually dependent on us successfully developing these services. (Source: Jisc Collections)

Progress on negotiations
Constraining the costs of OA Springer – Current Situation UK Institutional Spend on Springer Subscription Journals in €9,988,635 UK Institutional Spend on APCs in Springer Subscription Journals in € 1,232,000 (560 articles) Total spend - €11,230,635 Springer – new agreement for 2016 No increase in spend by sector Total spend - €11,203,004 Same access to journals All articles by UK authors OA on publication In ,541 article from UK authors All compliant with RCUK, HEFCE & COAF policy Highlight the Springer model and the absolute cost savings. Progress Jisc has changed the terms of debate to highlight impact at institutional level Agreements with many of largest publishers- - Wiley, Taylor & Francis, Sage, Royal Society of Chemistry, Institute of Physics Springer – new model under negotiation – potentially transformative Challenges Refusal of Elsevier to engage – largest recipient of OA fees from institutions Review agreements in light of data from pilots: evidence of take-up impact on expenditure and administrative costs evidence impact on researcher publication decisions 07/12/2015 Introduction to Jisc Collections

More on Springer If we get it right…
Reduces cost and administrative burden and increases open access output If we get it right… Jisc negotiation and centralised reporting increases transparency Caps spend on APCs Caps spend on subscribed content Moves away from historical print spend to payment for services Automated author verification process and online reporting tool reduces administration for all parties Maintain access to all subscription content in Springer journals No barriers to publishing in open access – unlimited APCs All accepted articles are made available in open access with a CC BY licence All accepted articles are complaint with RCUK, HEFCE and COAF requirements Jisc will evaluate the effectiveness of the agreement and ensure it remains compliant with funder mandates

Challenges for Business Resources
Most vendors in this field sell primarily to Business not Academic Pricing models geared to usage and/or numbers of users Academic not a central part of their marketing strategy “Must Have” resources mean Institutions accept deals in a weaker position Vendors in this area not prepared for federated access Vendors insist on using their Licences
22
How can Jisc Collections help?
We represent the academic sector and have no agenda with publishers Proven track record of developing innovative pricing models and negotiations on deals and contracts Educate vendors in this sector on why selling to academic is different – we understand your challenges Survey results and your support empower us in negotiating Update on the current survey with Jisc
