The PMO team is the your major focal point contracts and formal reporting The PM and Systems Engineering provide task order management support and reporting across TO to the Sponsor. Our sponsor, Dave Coughlin, is here to brief “Why UNO”. Having Dave here shows the importance the Sponsor places on the UNO effort. It has been my pleasure to work with him and his team on the start-up aspects of this program. 10 Prime Contract Overview
Single Prime IDIQ Contract with individual Task Orders (TO) TOs will typically be completion efforts with requirements, deliverables, milestones, and performance criteria Funding applied to individual task orders The Sponsor encourages the Prime to use subcontractors for most of the work

No development work under TO1 Pre-TO coordination (day zero activities)

13 What is UNO -Subcontractors Should Anticipate
New TOs can take two forms: Competitive among UNO eligible subcontractors Single source by Sponsor direction Requires quick proposal turn-around Need for classified communication, classified storage and Sponsor accreditable SCIF Encouragement for teaming Awareness of Intellectual Property (IP) responsibilities and constraints Free and Open Source Software (FOSS) No Proposal Cost Reimbursement for new TOs More monthly and weekly progress reporting Quarterly project review cycles Our SCA will establish and MSA for each subcontractor We anticipated 30 or more task order this coming year We are pursuing competitive bids on tasks orders In order to work on a task orders you need to have storage for classified material, need skills/capabilities matrix on file Jim and I use the capabilities matrix during our contractor selection process and help reduce the TO proposal response time The MSA mentions TO proposal reimbursement, but this is TO dependent. I will mention this again.

19 UNO Security Process Security clearance processing will be driven by task order Each task order will designate the level of clearance required. Most task orders require TS/SCI at the PM and Lead level and Secret for the development team, some have required TS/SCI for all. Clearance processing for those companies that do not have a vendor code will be handled by LMC Once a candidate has been approved for a task order, the full name, SSN, and company name will be provided to the LM Program Security Rep (PSR). The LM PSR will coordinate with the company to gather all necessary documents (i.e. SF86, credit release, etc.) The LM PSR will then submit a request to the LM Processing Center (CAPC) to create an Access Request Packet to send to the Sponsor. Once the request is approved by the Sponsor, the LM PSR will contact the company to coordinate a briefing. Also, the LM PSR will be responsible for ensuring compliance with all security related reporting requirements.

20 UNO Security Process (cont’d)
Clearance processing for those companies with a vendor code will be handled by the company itself. However, these companies will be required to send clearance verification for each candidate to the LM PSR (i.e. approved 4311s or briefing statements) by fax. Also, these companies will be responsible for all security related reporting requirements. LMC will keep a record of all personnel supporting the contract and their clearance level. As the Prime, any security infractions/violations will be reported to the LM PSR. The LM PSR will work to report/mitigate the issue with the individuals responsible and the Sponsor.

22 Subcontract Procedures
Subcontract Administration Chuck Watson, // Colleen Curtis, Ryan Staley, (u-fax) (s-fax) The Basics… Blanket Ordering Agreement (BOA) ~ a zero-dollar agreement establishing terms and conditions, labor category rates, certifications, and requirements. BOA is established after an award. Sub should respond with signed BOA within 5 business days, including any T&C exceptions. Letter Contract After award, SCA will issue a Letter Contract with the ATP. This is in place until and superseded by subcontract definitization Sub should respond with signed LC within 24 hours. MCSR’s, T&C’s, Contract Mod’s, RFP’s, ATP’s LM SCA is the official conduit for all MCSR/T&C negotiations/Mods/RFP/ATP activities.

23 Key Cost Estimating Issues
UNO Cost Proposals General Cost volumes are very rarely classified for the UNO program. Sealed costs volumes (those delivered directly to Sponsor) are not required but may be requested by the Sponsor for any cost volume. Key Cost Estimating Issues Clearly summarizing the cost, fee & price for the base and each option in the proposal cover letter Fees commensurate with the amount of risk & contract type Legible cost proposal exhibits & basis of estimates Thinly detailed labor basis of estimates Attention to explicit RFP pricing instructions & guidance Bidding materials or other direct costs without a breakdown of those costs. Deliver Compliant, Comprehensive Cost Volumes to Minimize Rework and Delay

TagTeam requires design uniqueness and thinking “out of the box” in order to complete the design and development of the entire TagTeam operational capability. TS/SCI security clearances for all. Quahog 2 – TO#29 NG IS The enhancement of a current data base utility capability to add additional features and functions, while maintaining the current version..  The enhancement effort will require the use of a new and unique toolkit. Secret clearances required for all. POP thru 4/15/09. HISCES – TO#32 Argon ST HISCES is a storage system developed around a commercial device architecture. HISCES requires system architecture and code design, development and follow-on Operations and Maintenance support. This was a maximum 4 to 5 day expedited proposal effort. SPI – TO#28 GD-AIS & NGSC A competition between two subcontractors to build a prototype imager and parser. At the completion of the contract, both prototypes will be evaluated by LM and the sponsor, with the intent of a follow on contract to productize the prototype. The deliverables for this contract are a research study paper including revised/recommended TBR closure plan, prototype SPI imager development, and prototype SPI Parser.
