3 Bases for the Establishment of RED&FS SWG
PARIS Declaration on Aid Effectiveness Principles The Comprehensive Africa Agriculture Development Programme (CAADP) The CAADP Compact signed in August 2009

4 The Agriculture Sector Policy and Investment Framework (PIF) and its associated roadmap
a) It is a detailed Ethiopian application of CAADP Agriculture led growth 6% national average annual growth 10% of national budget allocation Strategic framework for prioritization and planning of investments b) The ten year roadmap ( ) to operationalize the PIF’s Objectives Identifies our priority areas for investment with estimated budget Details out indicators for PIF C) An investment framework to help mobilize additional global, regional and national financial resources for the agriculture sector.

5 Goal and Development Objectives of the PIF
The Goal of the PIF is to ‘contribute to Ethiopia’s achievement of middle income status by 2025’ The Development Objective is to ‘sustainably increase rural incomes and national food security’

6 Thematic Pillars of the PIF
PIF is built around four thematic pillars 1. Productivity and production (Achieving a sustainable increase in agricultural production and productivity) 2. Rural commercialization (accelerating agri. commercialization and agro industry development) 3. Natural Resource Management (Reducing degradation and improve productivity of national resources) 4. Disaster Risk Management and Food Security (Achieving universal food security and reducing vulnerability)

7 RED&FS SWG Officially established by GoE and DPs in 2008
The apex platform that brings together GoE and DPs under the Five Technical Committees; Agriculture Growth Sustainable Land Management Rural Job Opportunity Creation and Food Security Livestock Production and Marketing Animal Health and Feed Quality Control

8 Mandates of RED&FS SWG It is generally a platform for:
Sharing Information on Government policies, strategies and programs Jointly reviewing sector level implementation Coordinating & harmonizing efforts of various DPs supporting the sector Promoting policy dialogue with Development Partners Enhancing Aid Effectiveness in line with Paris Declaration

Responsibilities of Ex-Com Define vision of SWG Monitor progress on priority areas of joint intervention Provide guidance on the overall operation of the platform oversee the implementation of TCs Communicate policies, strategies and programs of the sector Ensure coordination and alignment Responsibilities of TCs Oversee the implementation of Task Forces Plan and implement action plans for the TCs Monitor implementation of action plans set Identify gaps in their respective TCs and seek solutions towards overcoming them Mobilize resources for their respective TCs Responsibilities of TFs (Working Groups) Plan and implement action plan for Task forces
