Procurement Business Service Assessment (BSA) Strategic Sourcing Expand use of strategic sourcing vehicles to reduce the number of procurement instruments and enable efficiencies (e.g., searchable agency-wide repository of contracts; mandatory use contracts) Acquisition Assignments Make strategic acquisition assignments to Centers to enable strengthened capabilities and reduce overall number of procurement instruments (e.g., NSSC to award all SBIR’s, simplified acquisitions for agency; GSFC to award agency-wide Aerospace Corp contract) Contract Administration Streamline contract management (e.g., reduce number of tasks, establish standardized task order management system, reduce number of incremental funding actions) Evaluation Process Establish SEB Community of Practice and best practices Policy and Guidance Establish standard policy guidance regarding streamlined competitions processes, and improve acquisition lead times (e.g., expanded use of PPTO, set limits on amount of proposal data requested)
