Review and Revision Process
The NIC and EMI, in coordination with NIMS training partners and stakeholders, developed a draft NIMS Training Program, to replace the Five-Year NIMS Training Plan. The NIMS Training Plan was posted to the Federal Register for public review and comment: January 2011. The NIC, EMI, and other effected agencies will begin working on the next generation of revisions to the Training Plan in 2015.

NIMS Overview Comprehensive, national approach to incident management
Provides the template for incident management, regardless of cause, size, location, or complexity Applicable at all jurisdictional levels and across functional disciplines

NIMS Curriculum - Incident Complexity Types
Type 1 - Most complex, requiring national resources for safe and effective management and operation Type 2 - Incident extends beyond the capabilities for local control and is expected to go into multiple operational periods Type 3 - Incident needs exceed capabilities, the appropriate ICS positions should be added to match the complexity of the incident Type 4 - Command staff and general staff functions are activated only if needed Type 5 - The incident can be handled with one or two single resources with up to six personnel

Purpose NIMS ICS Position Specific training is designed to provide all-hazard competencies and behaviors for the 8 Command and General Staff positions and for selected Unit Leader positions under the Incident Command System (ICS)

Target Audience Position Specific training should be completed by personnel who are members of Type III or Type IV Incident Management Teams (IMT’s), or by those who are seeking credentials/certification to become members of IMT’s in the future. Personal qualifications rely on a combination of training, operational experience, job shadowing, and various administrative requirements.

Administration The US Fire Administration has oversight responsibility for the Nation’s Type I, II and III Incident Management Teams The Emergency Management Institute (EMI) has the responsibility for administering the NIMS ICS All-Hazards Position Specific Training Program Students completing Position Specific training receive EMI/FEMA certificates. EMI/FEMA maintains a national database of all student Position Specific course completions for the purposes of verification for credentialing.

NIMS ICS Position Specific Courses (November 2014) Total number of courses conducted from inception of the Program to date: 2,100 + Total number of students who have completed off-campus classes to date: 25,567 Total number of students who have completed on-campus classes to date: 1,971 Total number of students who have completed Position Specific Training to date: 27,538

Recent Changes in the Program …..
The Administrative Guidelines governing the Program are in the process of being updated and rewritten All Command & General Staff courses are scheduled to be updated and rewritten within the next 2 – 3 years The NWCG is in the process of transitioning all Position Specific Courses to All-Hazards CalChiefs (State of California) is also transitioning to the All-Hazards curriculum Department of the Army is initiating the process of converting to NIMS with a goal of establishing an IMT on every major military base in the world within the next 5 years

Challenges for the future …….
Adequate funding for the program needs to be insured for FY 2016 and beyond One Unit Leader course will be developed and added each year (next: Medical Unit Leader) All courses will be totally updated and revised within the next 2 – 3 years Unit Leader train-the-trainers will be eliminated for most UL courses in FY 2015 A system for the recertification of instructors will be developed and implemented within the next 2 – 3 years
