2 Article I Congress is set up by Article I of the Constitution

3 Why are the Houses the way they are?
In 1787, the Framers had disagreements over how representation in the Legislative branch would be distributed There were two proposed plans

4 The Virginia Plan Congress would consist of two houses
Both houses representation would be based on population Which states do you think supported this plan? Why?

5 The New Jersey Plan Congress would consist of only one house
Each state would have one vote regardless of population Which states supported this plan?

6 The Great Compromise (AKA The Connecticut Compromise)
Proposed by Roger Sherman from Connecticut Called for a two-house legislature Lower House=House of Representatives Seats based on population Upper House=Senate All states have equal representation

7 Bicameral Legislature
The Framers created two houses of Congress Senate House of Representatives Having two houses is known as bicameral

8 Senate and House The Senate is known as the upper house of Congress
Originally, the House of Representatives were elected by the public However, the elected members of the state legislature would elect Senators Until the 17th Amendment

9 Senate The Senate has 100 members Each state has 2 Senators
The Senators represent the entire state

10 Senate Senators serve six-year terms
1/3 of the Senate is elected every 2 years Why?

11 Senate To be a member of the United States Senate you…
Must live in the state you represent Must be at least 30 years old Must be a citizen of the United States for at least 9 years Can be naturally born a citizen or given citizenship later.

The House has 435 members The number of representatives a state has depends on the population of that state Missouri has 8 Representatives Representatives mainly only represent the district they are elected from

Members of the House are often called Congressmen or Congresswomen Serve 2 year terms

To be a member of the House you… Must have been a citizen of the U.S. for at least 7 years Must be at least 25 years old Must live in the district you want to represent
