National Offender Management Service
The National Offender Management Service (NOMS) is formed of Her Majesty’s Prison Service and the National Probation Service and directly manages both services It contract manages the Community Rehabilitation Companies (CRC) and the private prisons The National Offender Management Service in Wales was set up to deal with the unique arrangements caused by devolution HMP Berwyn will be the largest prison in the UK and house 2,106 men

Berwyn – dedicated to rehabilitation
The vision for Berwyn is that it will be a rehabilitative prison, providing a safe, decent and just environment where men are encouraged and assisted to prepare for a fresh start in life It will also have a central place in the community, bringing jobs and opportunities to the region, holding men closer to home and helping them resettle The prison’s culture will determine the quality of its relationships with its neighbours, local partners and the many other services, both in the prison and in the community Talking notes In February 2015, the Public Sector Prison Service was announced as the operator of the new prison in North Wales Russ Trent was appointed as programme director/governor elect. He built a rehabilitative culture at HMP Brinsford that we will be drawing on for Wrexham. Some points about existing positive work done in Welsh prisons too – Five Minute intervention, change of core day to give offenders more opportunity to spend undertake purposeful activity, Every Visit Counts. Understanding the importance of Welsh Language in rehabilitating offender – testing that staff understand why it is important will form a core part of our recruitment. 3

Mobilisation and operations
Begin taking our men in February 2017 Category C prison Co-commissioning – health, training, education, industries 2106 capacity Small local remand function for North Wales Design incorporates everything we know about what works best Opportunities to optimise use of technology Three houses of 700 men in each. Divided into accommodation of approximately 90 men in each Since the public sector prison was announced as the operator of the prison, we have been working on mobilisation plans including staffing levels, population make-up, IT systems and the visions and values we want for the prison. Importance of Welsh language – employed an equalities and diversity manager, who sits on the North Wales Programme Board. Working with co-commissioning partners in health, education and skills and Through the Gate to establish needs. A partners meeting has been established. Ensures that we are creating this prison together for the best interests of the offenders. We have begun talking to graduates from across North Wales about working in the prison. To keep the prison safe, decent and secure we will be ramping up at around 60 offenders a week to reach capacity. This will mean that we can take on board any issues the community has during the ramp up. 4

We will focus on the importance of Welsh language in the rehabilitation of men from Wales The first challenge, given the size of the prison, is to ensure that everyone who lives, works and visits there is treated as an individual, while realising efficiencies from scale The second challenge is to realise a fully rehabilitative culture without losing sight of the risks that the population might present to the public, the staff and each other

Leaders share a vision for the future, engage with the culture, and deliver their responsibilities with visibility and moral consistency. Rehabilitative Staff All staff working in the prison have the confidence and skills to make every contact matter. Rehabilitative Purpose A shared understanding of the purpose of the prison so that rehabilitation is the default consideration in all interactions and decisions. The environment supports the purpose of the prison. Rehabilitative Processes All routine processes are designed and carried out with rehabilitation as their main aim. Rehabilitative Activities The prison offers a wide range of activities and interventions to meet the needs of the population.

So where are we now? Less than 100 days away from taking our first men
Announced in October that our education provider is Novus Cambria Had our first set of prison officers and operational support grades graduate in October and our next round will graduate on December 16 The education building, support building and entry building have been completed and handed over for us to use
